Staff Assistant Absent: Jim Appelt Allen Weatherilt Ron Whitcomb Chair Board Member Board Member The Vice Chair called the meeting to order at 6:40p.m. at North Greenwood Recreation Center. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. ITEM #2 - Approval of Minutes of Parks and Recreation Board Meeting of January 23. 2006 - Mr. Swanberg moved to approve the minutes as submitted to members. The motion was duly seconded and carried. ITEM #3 - Old Business - a) Capital Projects Update - Mr. Dunbar explained the Capital Improvement Projects report and reviewed updates on the following projects: · Ross Norton Pool Renovations - Aquatic renovations are well on the way and scheduled to be completed the end of April. $200,000 in FRDAP grant proceeds will assist in funding this project. It is critical to complete by May 1 in order to shift some of the swim teams over from the Long Center. · Long Center -Plans are to close the pools from May-October 2006 for pool resurfacing, relighting, and painting the superstructure. During that time, the swim teams will move to either Morningside Recreation Complex or Ross Norton Aquatic Complex. The summer camp programs will also be reassigned to other locations. · Mandalay Channel Pedestrian Bridge - FDOT gave approval to redesign the bridge to meet budget. Designs are in review. During Monday's City Council Work Session members inquired about the up cost of having the bridge designed to be accessible to fire trucks and buses. Mr. Dunbar will be looking into the additional cost and report back to Council this Thursday. Construction is predicted to begin by the 4th quarter of 2006. Ms. Wiand inquired as to the temporary parking issues on the east side. Mr. Dunbar stated his understanding is that it is suppose to go away once the construction of the new pedestrian bridge begins. · Glen Oaks Park - Work continues. Coquina walls were designed to separate the two multi-purpose fields, one on lower level and one on upper level. Berms will be placed along the walls. Also, there will be a trailhead location at the park to allow people to park their cars and ride bikes along the trail to the beach. · Long Center Sunshine Limitless Playground - Construction to begin in 30 days. $200,000 in FRDAP grant proceeds will assist in funding. The old playground will be taken down and replaced with the new Limitless Playground. Parks & Recreation 2006-2-27 . . . 'Il 1 . Proposed Pennies ill projects for 2010-2020 - Members received a copy of the "Summary of Priority Recommendations". This is a major project for the Board to work on this next year. Mr. Dunbar reviewed the distribution of funds. The City estimates $150 million for Penny ill projects, with approximately $20 million available for Parks & Recreation. The first priority for Parks & Recreation will be Coachman Park Redevelopment, Youth Sports Fields, Neighborhood Parks, Countryside Aquatic Center, and Trails. As time goes on, additional funds will be addressed to help complete other projects on the horizon. The Proposed Penny ill will go before Pinellas County Commission in August 2006 and then go to a public referendum March 2007. b) Upcoming Recreation Events - The Clearwater Parks & Recreation Calendar was distributed to members. Mr. Dunbar highlighted upcoming March events: USTA Tennis Tournaments in Clearwater and Phillies Spring Training at Bright House Networks Field. c) 2006 Meeting Calendar - Mr. Dunbar presented members the opportunity to consider alternate dates/times for the Parks & Recreation Board to meet to bolster Board attendance. Members discussed a starting time of 5:00pm. Mr. Dunbar will poll other members and discussion will ensue at the next meeting. ITEM #4 - New Business - Trail construction - Pinellas Trail to Memorial Causeway. The Memorial Causeway section of the trail will connect downtown Clearwater at the Pinellas Trail to Clearwater Beach. This linking will create an environment to increase overall mobility by providing multiple use trails throughout the City of Clearwater. Grants are being pursued for this purpose. NOT ON THE AGENDA Office for the Aging - Parks & Recreation Department stated Kerry Kimball has come on board February 21 as Manager for Office for the Aging to oversee senior citizen facilities in Clearwater. Mr. Wade expressed his support for keeping the seventeen acres of property at Jack Russell Stadium under Parks & Recreation umbrella. Mr. Dunbar will discuss this further with Mr. Wade. Mr. Wade inquired as to the future plans for the Armory site. Mr. Dunbar explained the City has a 50-year lease on the Armory building and will be operating a Special Events infrastructure facility at that location in the near future. The City Electrical staff will also be housed there. The City is overhauling the building and the State is handling environmental concerns on the land surrounding the building. (~~) ~ z o ~ g ~ ~'! .i ~i i~ . . . 1.2 SCOPE OF PROJECT What the proiect will produce or accomplish - The proposed project will produce a multi-site feasibility study for the development of a high and dry marina at one of three City sites, including associated trailer parking, marine service, utilities, landscaping, etc. The following should be addressed: . Land ownership patterns. . The City's programmed uses for the selected site. . Bathyetric survey for the Stevenson Creek site. . Cursory Mangrove and seagrass surveys for the Stevenson Creek Site. . Current land use and zoning classifications of properties being considered for the high and dry marina, as well as neighboring properties in the general area. . Identification and discussion of recently approved projects in the area of each site and the perceived impact of those projects on the proposed high and dry marina. . Identification of applicable Land Development Code provisions governing the location and construction of the proposed marina. . The location and adequacy of existing infrastructure (i.e. sanitary sewer, potable water, reclaimed water) to serve the marina and associated uses. . Review of Chapter 380.06 F.S. regarding DR! thresholds for high and dry marinas and other applicable local, state and federal permitting requirements. . Stormwater management issues on the proposed City sites. . Traffic management issues including ingress, egress and cursory assessment of impact on surrounding roadway system. . Potential neighborhood compatibility and/or project "perception issues." . Order of magnitude pre-design construction cost estimates for each of the three potential sites. These estimated costs will include site demolition and clearing, utility upgrades, if required to serve the sites, site development costs, and seawall construction and bridge replacement costs that could be uniquely associated with the Stevenson Creek site. Order of magnitude cost estimates will also be provided for the design and permitting processes for the high and dry marina and associated facilities. . Estimated schedule for design, permitting and construction. . Estimated annual operations and maintenance costs and revenue generating estimates (to be provided by City Staff). With the plans and cost estimate, it will enable the City to bring the project forward to the design/build phase.
