Mr. Wade called the meeting to order at 6:36p.m. at Clearwater Executive Golf Course.
To provide continuity for research, items are in agenda order although not necessarily discussed in that
order.
ITEM #2 - Approval of Minutes of Parks and Recreation Board Meeting of Mav 23, 2005 and July 25, 2005 -
Mr. Swanberg moved to approve the minutes as submitted to members. The motion was duly seconded and
carried.
ITEM #3 - Old Business -
a) Capital Projects Update - Mr. Dunbar reviewed updates on the following projects:
· Long Center - Renovations are moving along well with hopes of getting some of the refurbished areas
opened to the public by early September. Also, plans are to have the Fitness facility open by mid-
September. The gymnasium was recently shut down to begin renovations.
· Ross Norton Recreation Complex - Finishing up items necessary to get a permanent CO there. Bids are
out to contract work to improve the pool area. Ms. Wiand asked how the facility has faired since the
opening of the new Extreme Sports Park. Mr. Dunbar stated higher attendance and multipurpose
activities are occurring. Many of the Skateboard patrons are now using the teen lounge and other
gathering rooms. Purchases for Play Passes are on the increase.
· McMullen Booth Overpass - Grand opening ceremonies are scheduled for Thursday September 22, 2005
at 6:00pm. Federal and State Legislators, West Coast Runner Club, St. Petersburg Triathlon Club, and
various sport associations have been invited to attend this event.
· Druid Road Trail - Design is at 60% completion. This is an integral part of the East West Recreational
Trail. Eventually people will be able to park at Glen Oaks Park and ride their bikes or walk along the
trail and continue the path straight across the new Memorial Causeway.
· Glen Oaks Park - Excavation of Pond #2 is well underway. Work has begun to construct two
multipurpose fields.
b) Upcoming Recreation Events - The Clearwater Parks & Recreation Calendar was distributed to members.
Highlights: September 9-10 Oberto Cup Redfish Fishing Tournament; October 1 Clearwater Hispanic
Heritage Festival at Coachman Park and October 2 is Florida Orchestra; October 13-16 Clearwater Jazz
Holiday.

ITEM #4 - New Business -
East West Recreational Trail Improvements - The City has prepared a FRDAP grant proposal for the widening
and improvements to the East West Recreational Trail behind the Long Center. This project provides for the
construction and improvements from the Long Center through Coachman Ridge Park to Carpenter Complex.
This project will include installation of a ten-foot wide trail and other amenities. Ms. Wiand made a motion for
the Parks and Recreation Board members to offer their support of this project. The motion was duly seconded
and carried.
ITEM #5 - Tour of Facility
The Clearwater Executive Golf Course is owned by the City of Clearwater but managed by Clearwater Golf
Associates. It is a par-63, I8-hole facility open to the public. This recently renovated facility offers an updated
clubhouse, golf school, full driving range, and greens. Clearwater Golf Associates incurred the renovation costs.
In less than seven years, it has developed into a vital asset for the community. Mr. Jerry Huston conducted the
tour.
NOT ON THE AGENDA
Mr. Wade inquired as to the status for purchase of the property behind the North Greenwood Aquatic Center.
Mr. Dunbar affirmed the deal did not go through for the City to purchase the property. Mr. Dunbar is hopeful
that future negotiations may produce better results.
Ms. Wiand asked about the future project for the completion of the Countryside fields. Mr. Dunbar gave a brief
synopsis about plans for renovating the existing properties, and then in 2010 begin building four to six fields
along McMullen Booth Road with funding through Penny 3 project. The City is also working on a partnership
with USA Partners to build an eight-field complex at the Joe DiMaggio Complex. In addition, the City is in
conversation with Pinellas County to build a four-field complex behind McMullen Booth Elementary School on
Union Street and McMullen Booth Road. In summary, if all the plans work out, the City envisions within the
next six years they would add thirteen new multi-purpose fields.

On behalf of the Clearwater Senior Center Task Force members, we appreciated the opportunity to
research the need for a senior center in Clearwater and assist you with this important decision.
Attached is a full report of our activities and research findings as well as some very Interesting and
Important demographics about the senior residents in Clearwater.
As you proceed through the process of evaluating the need for a senior center or any other senior
activity funded by the City of Clearwater, please keep in mind the following:
o Residents age 65 and over represent 21.5% of our community.
o The retirement Indusby is Florida's second largest economic sector.
o Seniors represent $3.5 Billion In charitable giving In the state.
o Seniors represent $135 Billion lnspendlng power in Florida.
a 50% of Florida's new home construction is for seniors
o There are 4.2 million jobs in Florida tied to mature citizens.
o The net tax benefit to the state after services rendered is $2.8 billion.
o Florida Seniors donated 7.5 million volunteer days in 2004.
o Florida Seniors are paying $1 Billion In local school taxes.
o Mature Floridians are socially and economically important to Florida.
o 76 million Baby Boomers will begin retiring in 2010.
We are fortunate to have such a significant part of our community rich with senior residents. We
need to be prepared for their needs and the needs of their caregivers if we want them to continue to
reside in Clearwater 8$ productive citizens. We continue to recommend the creation of an Office on
Aging staffed with an Advisory Council to create an overall needs assessment and implementation
plan for senior services which stimulate seniors physically and mentally as well as aiding them in
residing in their homes rather than expensive Institutional care.
