Mr. Fletcher called the meeting to order at 6:40p.m. at Ross Norton Recreation and
Aquatic Complex & Extreme Sports Park. Mr. Dunbar gave members a tour ofthe facility.
To provide continuity for research, items are in agenda order although not necessarily discussed in that
order.

ITEM #2 - Approval of Minutes of Parks and Recreation Board Meeting of April 24. 2006 and May 22. 2006-
Mr. Wade moved to approve the minutes of April 24, 2006 as submitted to members. The motion was duly
seconded and carried. Mr. Wade moved to approve the minutes of May 22, 2006 as submitted to members.

ITEM #3 - Old Business -
a) Capital Projects Update - Mr. Dunbar announced a public meeting to discuss Penny for Pinellas has been
scheduled for Wednesday, June 28, 2006, from 6:30 p.m. to 8:30 p.m., at the City of Clearwater Main
Library, 1st floor Meeting Room, 100 N. Osceola Avenue, Clearwater, Florida. The City Council will be
in attendance. All interested parties are invited to attend.
An extension of the Penny for Pinellas sales tax, which would be in effect from 2010 to 2020, is estimated
to provide $138.8 million for future projects in Clearwater. Of those funds, $30 million is recommended to
be allocated to Parks and Recreation projects. Funds will be directed to improve athletic fields,
neighborhood parks, trails,. senior center, Ruth Eckerd Hall expansion, Coachman Park, and Countryside
Water Park. Council will address the recommended list for approval in July and then it will go to
referendum March 2007. Additional $13 million maybe secured in funding through FRDAP matching
grants may be leveraged to help support other proposed projects.

Mr. Dunbar went on to explained the Capital Improvement Projects report and reviewed updates on the
following projects:
. Long Center - Interior renovations completed. The pools will be painted and expected to be completed
within 45 days. Reopening scheduled for October 2006. The old playground has been removed and
plans are to have the new Limitless Playground up and operational by mid-August.
. Recreation Trail - Mandalay Bridge: Reviewing plans and funding options.
.
. Glen Oaks Park - Ribbon cutting in November.
. Myron A. Smith Bayview Park - Going before Council in July to award construction and landscaping
contracts on this project. Anticipating completion by later part of September.
. Recreation Trials - Mandalay Bridge: reviewing plans and other funding options. Druid Road: 60%
completed.
b) Upcoming Recreation Events - The Clearwater Parks & Recreation Calendar was distributed to members.
Mr. Dunbar mentioned upcoming plans for "Clearwater Celebrates America" July 4th weekend. On July 2 a
concert featuring Jazz stars; July 3rd will feature Jefferson Starship and Family Stone; July 4 celebrates
independence with a patriotic concert featuring John & Mary K. Wilson with the Mostly Pops Orchestra.
Fireworks will be displayed.
ITEM #4 - New Business - 2006 Meeting Calendar - This was the first Tuesday meeting since members voted
to change the night of the week the board meets. For the remainder of the year, meetings will be held the
fourth Tuesday of each month at the Long Center. A Public Meeting to rename Clearwater East-West Trail is
scheduled during the Parks and Recreation meeting on August 22, 2006.
Mr. Dunbar announced a new marketing campaign "It Starts in Parks". The first phase will contain eight core
themes incorporated with local Clearwater pictures. Recruitment for a Marketing position is at hand. This
person will be the proprietor of the new campaign.

Comments -
Mr. Wade would like to see more diversity in the volunteer staff at Ruth Eckerd Hall.
Mr. Whitcomb inquired to local events the week of the ACC Tournament in the fall. Mr. Dunbar stated that as
long as it is a sanctioned ACC event, other local activities for visitors and citizens would be programmed along
with a particular event.
Mr. Fletcher asked about the purpose for the wall on the north side of Glen Oaks. Mr. Dunbar explained it was
placed there to support the nature flow of the water to alleviate drainage issues.
