11/15/2006 :-., ENVIRONMENTAL ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER . November 15, 2006 Present: D. Michael Flanery Joseph A. Calio Nelda Gant Ron Gregory Chair Board Member Board Member Board Member Also Present: Ed Chesney Leslie Dougall Sides Veronica Josef Environmental Manager Asst. City Attorney Senior Staff Assistant The Chair Mike Flanery called the meeting to order at 4:00 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. Chair Mike Flanery called the meeting to order at 4:00 pm . 1. APPROVAL OF PREVIOUS MINUTES - OCTOBER 18. 2006 Chair Mike Flanery approved the minutes of the regular meeting of October 18, 2006 as submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 2. CITIZENS COMMENTS - None 3. STORMWATER RATE STUDY - Chair Mike Flanery stated that Florida Stormwater Association (FSA) rate study was a major item of concern and inquired: I. Why are Clearwater stormwater rates high? II. Review and determine if stormwater projects are designed to maXimize productivity and efficiency and also was there a budget item that relates where the stormwater money was used and what was allocated to that money? Member Nelda Gant requested for a list of projects that have been completed and where the stormwater money is spent? Member Ron Gregory stated that there must be a staging or phasing of the program that states the amount of money spent on the project, like the capital improvement project and requested : . i. A map and a table with a brief description of the completed projects, in progress projects and planned projects that relate to the budget and the stormwater rates. Outline on the policies and rate study on reclaimed water. ii. Environmental Advisory 2006-11-15 '''"' 4. D. Scott Rice in response to Member Ron Gregory's inquiry, stated that: I. Will have some information at the next EAB meeting ii. Ed Chesney, Environmental Manager was not involved in reclaimed water. Ed Chesney advised the board members to look into the Stormwater Rate Study book that was distributed and if the board had any questions or concerns they can be discussed at the next EAB meeting. Ed Chesney also stated that he is working on providing the existing policy manual and compiling information that is ready for distribution but does not have the privilege to provide any premature information Todd Petrie, Public Utilities Assistant Director, had on the City's portable reclaimed water policies and rate schedule and proposed strategies. Member Ron Gregory inquired that in Item # 2.6 in Page 10 of the FSA "Pinellas County has no stormwater impact fee"? Ed Chesney advised that the Board compare Clearwater to cities of similar size. BOAT SLIP - Ed Chesney advised the EAB Board Members to review Boat Slip Manual and any questions or concerns will be discussed at the next EAB meeting and also stated that a presentation will be given by our consultant Wade Trim and William Morris-Marine Director, City of Clearwater. Member Ron Gregory inquired if some background data on the water quality or some information on the water samples/sea grass can be provided at the next meeting. . . . Member Jospeh Calio inquired where is the ferry pick-up? Ed Chesney in response to Member Joseph Calio inquiry stated that the ferry pick- up will be at the promenade which will be located within the footprint of the old bridge. The promenade will be a pedestrian walk way elevated 200 ft out over the water extending into the boat slip project. The promenade project will happen with or without the boat slip project. Chair Mike Flanery inquired if Ed Chesney could provide a similar data what the Pinellas County had provided a presentation on water quality sampling county wide with a data a year and half ago. Ed Chesney in response to Chair Mike Flane,ys inquiry stated that: I. Will provide the data Delta 7 had for the boat slip site that was sufficient to get the Environmental Resource Permit II. Data is site specific to the location of the boat slip project. iii. Will not be able to provide county wide data. Member Ron Gregory reported that this was not related to the marina but expressed concerns on the water quality and clean up and requested hydrological studies: i. It is important that if the water quality is high we need to protect it ii. Availability of a pump out station Environmental Advisory 2006-11-15 2 ..i' \-.. .. ." . Ed Chesney in response to Member Ron Gregory's inquiry, stated that: I. There will be a pump out boat available. ii. Boat Slip project is designed to protect the adjacent sea grass iii. Boats will be in the deeper water. Member Nelda Gant inquired: i. Will the citizens be parking on the north end side of the bridge? ii. Boats on the north side will be directly in front of the parking lot at the Harbor View Center? Ed Chesney in response to Member Nelda Gant's inquiry, stated that there is an existing parking which will be upgraded and the boats will be parked directly in front of the parking lot, but not right up to the sea wall. 5. COUNCIL PRIORITIES - None 6. INFORMATION ITEMS . EAB Meeting All the EAB Members agreed to be present for the December 20, EAB meeting. Web Site . . D. Scott Rice reported that the November 14, Work Session, Environmental Advisory Board (EAB) item was discussed and the EAB meeting was available in a couple of ways: i. Screeing the video on www.mvclearwater.com site. ii. Will be re-run on C-View at 1 :30 pm on Thursday and noon on Sunday. D. Scott Rice suggested that the EAB Board Members to view this EAB screening as different opinions were expressed and which can be discussed at the next meeting. . Environmental Advisory Board Manual Leslie Dougall Side, Assistant City Attorney who provides legal advice necessary to the EAB Board, suggested that the EAB Board Members review the EAB Manual on : . Page 1: Purpose and Mission of the EAB The mission statement was developed 2 days ago and the code provisions set forth the duties of the EAB Board. Page 2: Goals and Obiectives Goals and Objectives were developed by the board looking at the code what the board felt to focus on at that time and this is subject to change by this board if it is permissible. Environmental Advisory 2006-11-15 3 .,. , . . Rate Study Member Nelda Gant inquired that, do we as a board have an impact on the stormwater rates? D. Scott Rice reported that at the recent Work Session, it was discussed that the Environmental Advisory Board was expected to give advice on environmental issues. We have directions to address environmental issues which the policy manual reinforces strongly and also have directions on stormwater rate study. We do not have directions yet on reclaimed water rate structure. Leslie Dougall Side, Assistant City Attorney stated that on Page 7 of the Policy Manual, there is a list of proposed environmental concerns, that the board at that time can comment on the recommendations which might impact water conservation, watershed management and wetlands and stormwater are mentioned and the purpose of mission statement includes to provide recommendations to the commission on selected environmental programs and projects. 7.
