To provide continuity for research, items are in agenda order although not necessarily discussed in that
order.
ITEM #1 - Call to Order - The Chair called the meeting to order at 6:30 p.m.
ITEM #2 - Approval of Minutes of Parks and Recreation Board Meeting of June 28. 2004 - Mr. Fletcher moved
to amend Item #7, to read Clearwater High School Baseball Booster Club. The motion was duly seconded and
carried unanimously.
ITEM #3 - Correspondence - Mr. Robert Biolze and Mr. Mike Sanders - Members received copies of said letters
regarding naming of Bayview Park. Mr. Dunbar announced the Public Hearing to name Bayview Park would be
held August 23 at the Long Center. Board members will be responsible for reviewing the proposed names and
make recommendations to City Council.
ITEM #4 - Old Business -
a) Capital Projects Update - Mr. Dunbar updated the following projects:
. Community Sports Complex -On TCO (temporary certificate of occupancy). Continue working
on tying up loose ends. The Clearwater Threshers eclipsed the Phillies attendance record for all
of last year, with 20 games left in the season. The Clearwater Threshers are leading Florida State
League an average attendance per game.
. Crest Lake Park - Funding is up to $200,000 as a result of additional grant funds for parking
improvements.
. Ross Norton Aquatic Center - Concrete and steel prices still an issue. Work continues.
Anticipated completion - Spring 2005.
. McMullen Booth Pedestrian Bridge- Project is being mobilized and moving forward.
. Mandalay Channel Pedestrian Bridge - Kick off later this year.
b) Upcoming Recreation Events - Mr. Dunbar reviewed the current "Calendar of Events".

ITEM #5 - New Business -
. FRP A Conference Citizen Day - Registration for the Tuesday, August 31, 2004 FRP A
Conference at Westin Innisbrook Resort is due by August 9th. Please contact Marsha Beall if
you plan to attend.
. Meeting Locations - Due to after hours ADA accessibility at Municipal Services Building, future
Parks & Recreation Board meetings will be held at the Long Center, 2nd floor Board Room.
. Mr. Weatherilt mentioned Clearwater Sports Group upcoming presentation to the Charger Board
and the Charger Family Foundation Committee on August 18th. The Clearwater Sports Group
desires to take a major role in the development of Joe DiMaggio Sports Complex.

. Mr. Wade inquired about issues with the roof at the North Greenwood Aquatic Center. Mr.
Dunbar stated the recent rains caused some leaking. The repairs are covered under the existing
warranty.
. Mr. Fletcher asked if there is a list available defining City of Clearwater use of acronyms.
ITEM #6 - Tour of Eddie C. Moore 8 & 9
. Mr. Dunbar gave a brief history of the acquisition of this property. The City did a land swap
with Calvary Baptist Church for the old Chesapeake field, which allowed construction of this
facility side by side continuous with the other E.C. Moore facilities and also provide a stadium
format. Already this year the City hosted the United States Olympic team and some large
College softball tournaments. Fastest Learning Academy offer the City a deal of $100,000
capital investment upfront, as well as, 10% of gross revenues for use of the facility and office
space to use as a training facility. Fastest Learning Academy has been instrumental in working
with the City to bring a variety of softball tournaments to E. C. Moore.
ITEM #7 - Adjournment - Members adjourned at 7:30 p.m.
