The Chair called the meeting to order at 6:35 pm at Harborview Center.
To provide continuity for research, items are in agenda order although not necessarily discussed in
that order.
ITEM #1 - Approval of Minutes of Parks and Recreation Board Meeting: of March 22. 2004 -
Minutes were approved as submitted to members.
ITEM #2 - Correspondence - None
ITEM #3 - Old Business -
a) Capital Projects Update - Mr. Dunbar updated the following projects:
· Ross Norton Complex - Project is in full swing. Pouring of footers started 4/23/04.
The general contractor has filled the proposed location of building pad. Scheduled for
completion by end of year.
Ms. Wiand asked about the status of the funding for this project. Mr. Dunbar stated
the main issue being faced is the increased price of steel. The City has elected to do
value engineering to cover the difference in what was initially budgeted.
· McMullen Booth - Bids came in higher than anticipated. DOT will provide an
additional $400,000. City staff will seek Council approval at the May 20th meeting.
Not on the Agenda
Mr. Swanberg asked about the status of Joe DiMaggio Complex. Mr. Dunbar advised that a second
appraisal of the property has been requested. Any future decisions to purchase the property will be
renegotiated based on the value. Currently, the City is capping the purchase price at $1.6 million.
Mr. Wade inquired about the future of Martin Luther King Center and the neighborhood park. Mr.
Dunbar explained that under the current budget, alternate outsourcing opportunities might be considered
for Martin Luther King Center. The Joe DiMaggio Sports Complex and the Special Project Maintenance
teams are currently under consideration to be eliminated due to potential budget reductions.

ITEM #4 New Business-
a) Tour of Harborview Center - The Harborview Center opened in 1996. The City retained
Global Spectrum, Inc. to manage the daily operations. Global Spectrum is headquartered in
Philadelphia, Pennsylvania with the regional office in Tampa, Florida and also manages other
facilities throughout the world. The facility is available for venues such as Citywide, General
Business and Local pieces. The lease is shared with Global Spectrum, Stein Mart, and
Pickles Plus Restaurant. Lease expires in 2009. Mr. Dunbar planned on introducing Isabelle
Blainey, General Manager for Harborview to the members, but she has fallen ill. Operations
Director, Tim Eldrid provided a tour.
b) May 24th meeting will be held at Jack Russell Stadium. Mr. Dunbar will introduce members
to the staff of the "Winning Innings" team.
ITEM #5 Adjournment - Members adjourned at 7:35 p.m.
The next meeting will be May 24, 2004 at Jack Russell Stadium at 6:30pm.
