The Chair called the meeting to order at 9:00 a.m. at City Hall.
3 —Approval of Minutes
3.1. Approve the minutes of the December 9, 2014 Neighborhood and Affordable Housing
Advisory Board meeting as submitted in written summation.
Member Cutkomp moved to approve Item 3.1. The motion was duly seconded and carried
unanimously.

5— Bright Community Trust Update
Anthony Jones, Chief Executive Officer of Bright Community Trust, discussed the mission of the
non-profit, an offshoot of the Pinellas County Housing Authority, to maintain "sustainable" home
ownership. He said the program once focused on veterans but now helps people with income
near or below the county's median household income and an average credit score of 700. He
said to keep costs affordable, program participants have an opportunity to purchase a new or
renovated home while the land underneath it remains property of the Trust. He said the Trust
works with homeowners to ensure they can afford to maintain the property and not fall into
financial trouble; participants are contacted every month. He said homeowners receive a portion
of the home's improved value when they sell; the Trust then resets the sale price to ensure it
remains attainable for another family.
Mr. Jones said it has become a challenge to purchase homes in decent neighborhoods for a
reasonable price. He said the City provided funding for the Trust to purchase 3 properties. He
said renovations on the first property purchased were 60% complete. In response to questions,
Mr. Jones said the Trust received funds from the County's Neighborhood Stabilization Program.
He said the Trust had a line of credit but cash flow was a challenge when it had to repurchase a
home. He said the Trust borrows money from the City to purchase and rehabilitate houses, and
then repays the loan less a transaction fee. He said the Trust only purchases insurable homes.
Houses are resold through Realtors.
The program was complimented for its top notch counselors, the Trust's success at building
relationships, and its efforts to stabilize and improve neighborhoods.

7 — FY 2015 -16 Consolidated Planning Action Plan Schedule

Economic Development & Housing Director Geri Campos Lopez provided an overview of the FY
(Fiscal Year) 2015/16 schedule. The amended ranking criteria will be reviewed following the
current Fiscal Year. Staff was working with the County to develop a common application.
8 — Old /New Business
8.1. Kimberly Home
Ms. Lopez invited board members to attend the open house at Kimberly Home on February 12,
2015 for the new day care center, funded through the City's Consolidated Plan.
8.2. Election of Officers
Member Hughes moved to appoint Michael Potts as Chair. The motion was duly seconded and
carried unanimously.
Consensus was to continue election of the Vice Chair to March 10 . 15.
