City Attorney To provide continuity for research, items are in the agenda order although not necessarily discussed in that order. Unless otherwise noted, no action was taken regarding items. ADMINISTRATION Chair Flanery called the meeting to order at 4:00 pm in the Council Chamber, City Hall. ITEM # 1 - Review Minutes of September 21. 2005 Chair Flanery stated that the Minutes of September 21, 2005 will be reviewed and approved at the next EAB meeting. Item # 2 - Citizens Comments None REPORTS Item # 3 Mr. Lou Badami of Public Utilities gave updates on Reclaimed Water Projects: In the process of requesting 1 million dollars grant from Southwest Florida Water Management District to continue an existing project in the Morningside area, which will give additional funding to the reclaimed water mains to the community. 1 of 3 S:\ESM/Administrativeltems/Boards/EAB Minutes2005 . Pinellas County is once again doing their super chlorination to the water system. Starting December 5, 2005, we will be receiving water with free chlorine within Pinellas County excluding the City of St. Petersburg. ASR project currently received bids and is being evaluated. Test is scheduled to begin drilling late December/January. Item # 4 - Community Development None Item # 5 - Commission Liaison . Member Jamieson stated that she will meet with Vice Mayor Jonson who had ideas on how the Environmental Advisory Board can be of use to the Council. Member Jamieson also reported from a newspaper article that the Council/City needs to be aware of the proposed construction of oil drilling rigs 125 miles off the coast. Level of debris and pOllution from the Marina is getting pushed back into the inlets in Devon Drive. This is a very serious issue as the Marina is concerned about having clean waters. As a community we should have in place some kind of a safe guard. Vice Chair Carlough made a motion that to " Have the Environmental Board included along with the Marina Advisory Board in any plans for future development involved for re-development and or creation of any marina in Clearwater". The motion was seconded by Chair Flanery, Member Jamieson and Member McSwine. Vice Chair Carlough also stated that recommendations should be made to the City Council that they look into the development of the Marina and they be aware of how this is going to impact our environment as well as our economy. Item # 6 - Public Works Environmental Proiects Member McSwine stated that she noticed great progress in the Glen Oaks Project.. DISCUSSION ITEMS Item # 7 - Art Mr. AI Carrier introduced Margo Walbolt - Cultural Affairs Manager - Parks & Rec. who gave a brief talk on the Public Art Ordinance in the City of Clearwater and how it applies to the projects in the City of Clearwater. Item # 8 - Sea Turtles Chair Flanery reported on concerns about endangered sea turtles : Item # 9 - Landscapina in new developments in the City Member McSwine inquired if the landscaping and the new developments will be taken care of partially in the new ordinance. Mr. AI Carrier distributed a schedule of fees, rates and charges to all the members. Member Jamieson stated that if we are serious in maintaining a quality environment to the city, we need to get a professional horticultural staff. Item # 11 - Establish Aaenda Horticultural Staff (Increase the fees) Landscaping Plans - Commercial & Private Property Impact of the Marina Item # 12 - Adjournment The meeting was adjourned at 6:00pm.
