Unless otherwise noted, no action was taken regarding items. ADMINISTRATION Chair Flanery called the meeting to order at 4:00 pm in the Council Chamber, City Hall. ITEM # 1 - Review Minutes of Mav 18. 2005. Minutes of May 18, 2005 was unanimously approved by all the Board Members. Vice Chair Carlough stated that there was one addition in the minutes of July 20, 2005 Item 9 under Historic Preservation - Who can desianate - should read as " The city council can designate and the owner can request. A property being declared historic can come either from the city councilor the owner." '- --,----' '-, REPORTS Item # 3 Mr Lou Badami - Water Superintendant-Public Utilities - gave brief updates on the Status of Portable and Reclaimed Water. .. Drew & Union Street - Negotiating with the school board and Pinellas County for possible location of Pump Station. .. Seveille Sunset - Reclaimed Water main with be activated and wiil be able to maintain an adequate pressure for irrigation. .. Oaks & Pierce Condominioms - to use Reclaimed water into the cooling towers and have successfully connected them to our reclaimed water. .. Bay View Gardens - Negotating with the large office parks in office buildings. Which will give us a large portable water off set and increase our conservation so that the portable water can be used for human consumption and the lesser grade water can be used for irrigation for cooling towers. .. DISCUSSION ITEMS Item # 7 - Resolution of FDEP Consent Orders for Waste Water Treatment Plants Mr. John Milligan - Water Pollution Control Supt.-Public Utilities gave a brief presentation on the Resolution of FDEP Consent Orders for Waste Water Treatment Plants. Item # 8 - Artifical Turf Vice Chair Carlough inquired that where does Clearwater stand on the use of artifical turf. Item # 9 - Tree Ordinance Vice Chair Carlough suggested if Rick Albee - Land Resource Specialist could give a talk at the next EAB meeting. Item # 11 - Historic Preservation Chair Flanery inquired that we need to find out what are we doing on the Historic Preservation and also reported that how the City of Lakeland Preservation Board and their committees have identified areas that are worthy of historic preservation. Vice Chair Carlough inquired if the EAB board could make a decision on what can be done in the way of historic preservation ? AI Carrier reported on the information he obtained from Gina Clayton- Asst. Director of Planning. The Community Development Code empowers the City Council with designating historic properties and districts within the City. Such designations can be initiated by a property owner (not the city). The COB reviews such requests and makes a recommendation to the City Council. The Code outlines criteria for designations. The Code specifies that if someone wants to materially alter or relocate a historic property, they must give the COB 6 months notice before doing it. If someone wants to demolish a historic property, they must provide 12 months notice. These waiting periods allow the city time to negotiate with the owner in an attempt to preserve these properties, ")j,-: The Code also requires a "certificate of appropriateness" in order to change, relocate, or demolish a historic property. One is also required if someone wants to materially alter such property or erect a new building/structures on a historic property. The Downtown Design Guidelines, which are part of the Downtown Plan, require designated historic properties to comply with guidelines specifically provided for historic Item # 12 - Review EAB Manuals Chair Flanery stated that it was essential all Board Members had a copy of the EAB Manuals, if not to ask Veronica to make copies. Item # 13 - To Get Another Board Member Chair Flanery stated it is essential to get another board member and Chair Flanery also stated that he will talk to the Mayor Frank Hibbard.
