ITEM # 1- Review Minutes of Mav 18. 2005. Chair Flanery suggested that the minutes of May 18, 2005 will be approved at the. next EAB meeting on August 15, 2005. ITEM # 5 - Commission Liaison None ITEM # 6 - Public Works Environmental Proiects Member McSwine reported that she had spoken to Mr Elliot Shoberg on the Glen Oaks Project and the Stevenson Creek Estuary Dredge Project, that is scheduled to begin on November 18, 2005. DISCUSSION ITEMS ITEM # 7 - Bike I Pedestrian Crossina Ms. Felicia Leonard - Admin Support Manager-Parks & Rec. gave a presentation on : . .- Master Plans on Pedestrian Crossing .- Action Plan .- East Ave. I Pinellas Trail .- .- Determine the demands Downtown Initiatives . ITEM # 8 - Report in terms of Liaison Chair Flanery stated that he had discussed with Vice Mayor Bill Jonson on June 14, 2005 on the following : 1. How the EAB could serve in the future 2. Historic Preservation - City of Lakeland could serve as a model. 3. Tree Preservation - Vice Mayor Jonson suggested to contact the City Forester and City Planning regarding tree protection, review tree protection process, how they are handled on site plans. Economics of trees, educational outreach and to review other community's tree ordinances. 4. Green Businesses Le Happy Feet Plus. Discussed on ways to encourage not only green businesses but also ways to reward those who improve the outdoor environment in general. 5. Water Qualitv - Issues on water quality used in septic tanks Le Betty Lane, Douglass and Allen's Creek areas and the use of Aquifer Storage Recharge (ASR) that may involve contacts with Tampa Bay Estuary Program. 6. ITEM # 9 . - Consultant StudY on Historic Preservation Vice Chair Carlough reported that she obtained information from the City Planning Department on the City Community Development Codes, on Historic Preservation : Who can designate - The City Council can designate and the owner can request. A property being declared historic can come either from the city council or the owner. The City Council is authorized to designate historic properties to preserve, which represents or reflects city's cultural social economic political and architectural history. Provides basis for heritage tourism, enhances property values, stabilizes neighbourhoods, increases economic benefits to the city and its inhabitants, promotes and enriches the city's educational and cultural environment. Structures that have been built since 1940 shall not be considered to contribute to the historical significance of a district Demolition - A historic property may be demolished after 12 months written notice has been given to the community development board by the affected property owner and during the waiting period the city may conduct negotiations with the owner, obtain a historic easement or take other appropriate action in order to preserve the property. The City of Clearwater will review projects for compliance with exterior standards only. Deteriorated historic features shall be repaired rather than replaced. INFORMATION ITEMS .
