Chair Jamieson called the meeting to order at 4:00pm at the Council Chamber, City Hall.

. The Minutes of December 15, 2005, January 19, 2005 & February 16, 2005 were approved with
no additions or corrections.
. Item # 6 of March 16,2005 Minutes (Work Session) should read as "Member Carlough meets
with the advisory group in downtown Clearwater every other Tuesday morning. One of the issues
still under discussion was about the Artist District that will be created in conjunction with the
closing down of Cleveland Street."
Chair Jamieson motioned that the March 16, 2005 minutes will be approved as corrected at the next
EAB meeting. Motion was seconded by Vice Chair Flanery, Member Carlough and Member
McSwine.
Item # 2 Citizens's ComDlaint
Dr. Lynn Summerson resident of 1600 Gulf Blvd., Clearwater, stated he was a Board member of the
Clearwater Audubon Society and the Sand Key Civic Association. Dr. Summerson reported that the Sea
Grass was dying at the Marriot Jet Ski facility and at the area of the Tiki Club where the boats are
anchored.A dock will be built at Marriot and this will cause more Sea Grass destruction. Dr. Summerson
inquired how to preserve or protect this natural resource.
Chair Jamieson advised Dr. Summerson to get in touch with Councilman Jonson and the
. Envir.onmental Board will make specific notes on the presentation and would also inquire if a permit was
being approved on having a dock built at Marriot.
Mr. AI Carrier advised Dr. Summerson to contact DEP Permit Division and also to contact Ms. Nicole
Elko or Mr. Andy ~qui,"-f!s of th~einellas County, Environmental Section and inquired if a permit has
been applied for the Marriot. Also to check with Ms Gina Clayton of Planning WThe Marriothas obtained
a permit to build the dock.

would be their concern.

Tampa Bay Estuary Program - contact Holly Greening who is involved with the Tampa Bay
Estuary Program and researches the Sea Grass.
Item # 3 & 4 - Nomination of Chair & Vice Chair
The election for the new chair and the vice chair was held and a motion was accepted by Vice Chair
Flanery and seconded by Member McSwine and Member Carlough for the slate as presented by
Chair Jamieson. Vice Chair Flanery was nominated as the new EAB Chair, and Member Carlough
was nominated as the new EAB Vice Chair.

Member Jamieson stated that she not able to get in touch with Councilman Jonson.
Item # 6 - Public Works Environmental Proiects
Member McSwine stated that she did not get in touch with Elliot and therefore inquired Mr. AI Carrier
on the Glen Oaks Project. Mr. AI Carrier stated that 2 weeks ago Project Glen Oaks was bought before
the council for approval. Nelson Construction will start construction in the next couple of weeks and this
should be completed in about 14 months.
Chair Flanery inquired on Environmental Public Works issues, on what is happening at the intersection
of North Fort Harrison and Myrtle. Mr. AI Carrier stated the Myrtle project was having construction
activities at the intersection. FOOT has discontinued their work on Fort Harrison. The City will complete
its construction at the intersection and the remaining FOOT work. FOOT will reimburse the city for the

Member Neff gave quick updates on:
>>I Drew & Union Street - The neighbor is opposing the site of the Pump House and this has
delayed the project for a month. The county is taking this up next month.
>>I Seville Sunset is under construction and half way complete and the completion time frame is
October.
~ DelOro City will receive the 100% Plans this week and will go out for bid. Project should be
starting in the next few months.
>>I Morningside area an up coming project, will go to the council very soon for approval.
>>I Wastewater Collection System - Neirs department will receive a visit from the EPA on May 18
& 19 regarding Wastewater Collection System & all of the sewer lines. Will advise on the follow
up.
>>I Waste Water Treatment Plant ready to go as far as the plan operation with compliance issues.
Item # 8 - Community DeveloDment
Member Carlough stated that the meetings she attends on Tuesdays discussed on creating an Artist
district in the downtown area, inquired if improvements will be carried out on that rail road track near the
~nellas Trail that goes through Clearwater. Mr. Kevin Dunbar stated that Parks & Recreation are trying
. get funding for the Pinellas Trail and looking into creating a bicycle corridor, tie in landscaping similar
to what will happen on Cleveland street once the Memorial bridge opens and constructing a 10 foot wide
side walk and a separate bike lane to go through downtown area.

Item # 9 - Growth Manaaement & Water Issues
Member McSwine reported the Committee Meetings/Environment Workshops in Tallahassee she
attended.
Item # 10 - Moccasin Lake Nature Park
Mr. Kevin Dunbar - Director of Parks & Recreation gave brief updates on the various activities carried
out by Parks & Recreation and stated that Parks and Rec. not only looks into park facilities but all the
assets from the city.

Member McSwine inquired if there was a formula for how many recreation facilities or parks there
should be per capita.
Mr. Kevin Dunbar stated that for Park Land we are just under 1500 acres and for community part side is
based on population, and a little under 1200 acres.
Vice Chair Carlough - Inquired on the future plans for the Moccasin Lake Nature Park and if the board
could be of any help as some of the areas in the park were lacking, like the animal areas and also
suggested that if water activities could be set in that park for the 4th graders who visit that park.
Mr. Kevin Dunbar stated that all the 4 graders in the north county come through the facility of the
Moccasin Lake Park for their environmental education. Mr. Cliff Norris, Recreation Supervisor 1 who
operates the Moccasin Lake Park comes up with programs and activities and is now starting to reach out
to community groups to bring them in and figure out ways of advancing the nature park. Mr. Cliff Norris
is not only respected in Pinellas County & in the State of Florida but also respected nationally through a
lot of his efforts.
. Member Jamieson suggested that all the board members bring in their EAB manuals for review at the
next EAB meeting. Member Jamieson suggested that the Board look at different buildings, what they do
to create a more environmental friendly building and all the developments that are coming, any areas
that the Board can be used and ways the EAB Board can offer more opportunities in evaluating things,
in stormwater and also look at other areas and the city staff.

Member Jamieson motioned that there will not be an EAB Meeting in June and will have a Work
Session in July. Chair Flanery, Vice Chair Carlough and Member McSwine, seconded the motion.
The next EAB Meeting will be held on May 18, 2005.
