ADMINISTRATION
Chair Jamieson called the meeting to order at 4:00pm in the Council Chambers of the
City Hall.
ITEM # 1 - Review Minutes of December 15th. 2004
Minutes of December 15, 2004 will be reviewed and approved at the next EAB meeting.
ITEM # 2 - Citizens Comments
Ms. Patricia Smith, resident of 105 Sunburst Court, Clearwater was concerned on the
construction carried on Fort Harrison and Myrtle and inquired on the following:
. Was it necessary to do construction of all streets at the same time on Myrtle,
Osceola and Fort Harrison, traffic was bad and that Myrtle cannot be used as in
the past. Ms Patricia Smith also stated that Fort Harrison is under the Florida
Department of Transportation and Myrtle is a City State.
. At a recent CDB meeting it was stated that a huge condo complex will be
coming up at the Clearwater Bay Marina and a larger complex on Osceola which
will have part of it on Fort Harrison, how this will transpire?

. Mr. AI Carrier stated that:
i. Construction started few years back. FOOT delayed their contract 6 or 9
months which pushed the construction project schedule back into Myrtle's
construction schedule and caused an overlap.
ii. Regarding the condo complex. these are all private developments.

ITEM # 6 - Portable and Reclaimed Water
Member Andy Neff introduced Mr. Lou Badami who gave quick updates on Water
Quality issues and the City's Water Distribution Systems.
Member Andv Neff aave brief updates on Reclaimed Water
. Drew & Union - still working with the school board.
. Seville & Sunset Drive - The Project is awarded and is on the way. There are
still some discussions with the DOT on crossing 19.
. DelOra - Project is 90% designed and is moving forward.
Member Andy Neff also stated that the council did move to meter reclaimed water as a
conservation measure and as equity measures inside the utility system. They are
moving forward with the metering program and this will allow them to expand the system
in the future.

DISCUSSION ITEMS
ITEM # 8 - Noise Ordinance
Mr. All Carrier introduced Mr. Kevin Dunbar, Parks & Recreation Director who gave
brief updates in terms of addressing the noise issues and profanity in Coachman Park.
ITEM # 9 Sand Dunes & Sea Oats
Mr. AI Carrier stated that he will discuss this at the next meeting when all the board
. members are present.
Chair Jamieson inquired if it is possible to have Councilman Jonson to come for the
next EAB meeting in March, and advice on the future of the Environmental Advisory
Board.
ESTABLISH AGENDA
The next meeting will be a Work Session meeting and a trip to the Moccasin Lakt;t Park.
