ADMINISTRATION
Chair Jamieson called the meeting to order at 4:00pm in the Council Chambers of City
Hall.
ITEM # 1 - Review Minutes of September 15th. 2004 and November 17. 2004
Minutes of September 15. 2004 was unanimously approved with no additions or
correction by Chair Jamieson.
Minutes of November 17. 2004 - Addition of property # 800 Eldorado was made to the
minutes of November 17. 2004 in Item # 2 by Member McSwine and minutes was then
approved by Chair Jamieson.

Member Gilreath reported that planning was passed on the Clearwater Beach Hotel.
ITEM # 6 Portable Reclaimed Water
Member Flanery reported that there was no more report on E Coli outbreaks. A
consultant and a professor from University of South Florida has been brought in and had
Pinellas County Utilities Water System involved, getting all the experts together, will get
a good comprehensive study. So far all the water standards have been met. Having an
outside group coming in and investigate the mechanics and engineering and focusing on
the mechanics is of a good help.
ITEM # 7 - Community DeveloDment

DISCUSSION ITEMS
ITEM # 8 -. Dunedin Pass - Final Discussion
Member Jamieson stated that it is not financially or environmentally feasible to support
the opening of the Dunedin Pass and suggested Mr. AI Carrier to write a letter on behalf
of the Board to Mr. Frank L. Dame that after extensive research both in water quality
and the feasibility of opening the Dunedin pass we do not support the opening of the
Dunedin Pass at this time.
INFORMATION ITEMS
Ms Terry Finch introduced Mr. Todd Petrie Asst. Director of Public Utilities who
. gave quick updates on :
. Water System Audi - currently on the way and have brought a consultant along
with the PHD Professional from University of South Florida and currently are in
the stages of information gathering.
Reclaim Water
. Seville & Sunset Drive - Project is on the way and will see actual construction
in the next couple of months.
. DelOra - Project is approaching 90% construction and we are anticipating
advertising this spring.

Courtney Campbell Causeway.
Member Flanery - inquired from Ms. Terry Finch on the construction plans for the
Courtney Campbell Causeway.
Ms Terry Finch reported that they are putting a light at Damascus and Courtney
Campbell and Damascus is the entrance way to the Clearwater Christian College.
FOOT to install a light there and with that they will be monitoring the beach area on the
South side of Courtney Campbell Causeway and some days the Oity will be charging for
parking during the high season.
Sand Dunes and Sea. Oats
Member Jamieson suggested to table the discussion on Sand Dunes and Sea Oats for
the next EAB Meeting in January 19, 2005. Member Jamieson also suggested that the
EAB Meeting for February 16, 2005 will be a Work Session and will be making a trip to
Moccasin Lake Park - what impacts are availabl~ in terms of programs etc.
Concerts in Coachman Park - Noise Control
Member Jamieson inquired if the Parks & Recreation would come to the next EAB
Meeting and address the noise control in Coachman Park and possibly with ideas. of
what wUl go on in the future as this is an environmental issue.
Pre$ervation of Neiahborhood
Chair Jamieson stated that houses are being environmentally friendly and therefore
suggested that if we can find either businesses or developments that are being
environmentally friendly in their development and as a Board we should recognize and
applaud people who are environmental conscious.
Promenade Water Features
Chair Jamieson stated that would leave this up for discussion. The concerns of the
board members are for the proposed promenade water features and does this really set
a good example for our community.
Ms. Terry Finch stated that Commissioner Hamilton made comments on this at the last
work session and this is coming up for discussion during the design process and cost of
maintaining the water features. Ms Terry Finch also suggested that the Board ask
Mr. AI Carrier to research what maintenance is involved and the cost on water features
and also ask a Design Engineer to provide information on the water features.
Member Flanery inquired if Mr. AI Carrier could also provide information on the amount
of water used and the energy cost to run this and how this integrates with our water
conservation goals.
Chair Jamieson inquired how the different Boards meet & work together, support each
other on a project and also if Councilman Jonson could come and talk a little bit on the
potentials for the Board.
