ADMINISTRATION
Member McSwine called the meeting to order at 4:00pm.
ITEM # 1 Review Minutes of Julv 21st & AUQust 18th. 2004 (Work Session)
Minutes of June 16th Work Session was unanimously approved with no additions or corrections.
The minutes of July 21st & August 18, 2004 will be reviewed and corrected at the next EAB meeting on
September 15, 2004.

ITEM # 3 - Commission Liaison
None
ITEM # 4 - Public Works Environmental Proiects
Member McSwine reported, that the environmental restoration report will be done by mid September which is
preliminary for the Stevenson Creek Estuary Dredge Project and that construction is scheduled for July 2005. It
will take 9 months to a year to complete construction.
The Glen Oaks project, expected to start construction at the end of the year

ITEM # 6 - Portable Reclaimed Water
Member Neff gave a brief update on Portable Reclaimed Water:
Seville & Sunset Point - Bids were just obtained. Engineer's estimate was 2 X million. Will bring this
project to the commission mid September.
Del Oro project - primary design and surveying is complete.
Drew and Union Street - Still working with the school board for the pump station.
Also bringing to the commission the next step in the aquifer storage and recovery project.
The County Commission met to discuss the County's blend facility. It is a large facility in the northern
counly where the county would like to capture all the water coming in Pine lias county, blend with very
large tanks, chemically treat the single source of water and put that out into the system. No decisions
has been made by the county as they need more information.
ITEM # 7 - Community DeveloDment
Member Canough reported that she aUended the development review commiUee meetings, level 1 _ staff
decided and level 2 goes on to the COB. Discussed beach and future developments in Clearwater.
ITEM # 8 - Memorial Causeway Bridae
Member Flanery inquired about the impacls and the new changes on the construction of the Memonal Cause
Bridge to the environment.
ITEM # 9 - Re-ODenina of Dunedin Pass (Bia Pass}
Mr.Canier introduced speaker Frank l. Dame who is a Mantime Officer for Island Estales Civic Association & a
Board Member.
Speaker Frank l. Dame gave a presentation on the re-opening of the Dunedin Pass and the benefits of re-
opening the pass which will improve the water quality, fishing, less disruption of sea turtle and bird nesting
areas, improve environment, offers recreational opportunities and ease the boat traffic. Issues to be considered
would be, safety issue-Clearwater Pass, erosion for the bridge, water quality and funding.
Member Gilreath made a motion that she was in favor of opening the pass, and WOuld like a repon with more
information on the water quality. Member McSwine seconded the motion.
aember Carlough motioned that she would like more information from Mr Frank l. Dame on the quality of the
water, have a testing done and comeback. to the board with that information. At that point we lake a stand as a
board on supporting the opening of the pass.
Member Flanery made a motion that he would like to table this until next meeting and suggested Ihat. II we
could have Terry Finch bring in any information on water quality or have someone from the Pine lias County
Environmental Management present the data on water quallty. Like to know how it has changed since the last
30 years before the pass was opened and when it was closed.
ITEM # 10 - Cost To Fix Desalination Plant JumDs By Millions
Member Neff briefly reported on the background and history on the Tampa Bay Water _ Desalination Plant
INFORMATION ITEMS
Member Cariough mentioned that Creative Tampa Bay is having a meeting in the iibrary meeting room on
Thursday 19,2004 and woutd be talking aboul creative Tampa Bay and how Ihat would apply to Ciearwater.
