Member McSw!ne called the meeting to order at 4:00 pm in the Council Chambers of the City Hall.

MemberCarlotlgh made a motion and approved and corrected the minutes of April' 21, 2004. Minutes of
Jun,e 16, 2004 - Work Session will be approved at the next meeting.

ITEM II 4 - Public Works Environment Proiects
Member McSwine inquired on the updates 0" Stevenson Creek Dredging.
Member AI Carrier stated that a couple of months ago the Army Corps of Engineers had run out of funds to get
it through the design phase, found money.and is now allocated towards the project and get it into the design
phase. $100,000 was found to push the project through to design. Once we get the OK on the planning
documents, will be moving forward and we are back on track,
ITEM # 5 - City ComDrehensive Plan Liaison ReDort
Member Gilreath stated that she talked to Gina Clayton and she did not have an~hing.
ITEM # 6 - Community Development
Member Carlough stated that she has nothing to report.

ITEM # 7 - Reclaimed Water Proiects
. Member Neff gave quick updates on improvements on Re-Claimed Water Projects:
· Drew and Union Street Proiect - continues and pipe lines are about sq% complete. Still working with
the school board on the site for the beach to pump station, that has not been resolved yet.
· On the Seveill Sunset Drive Proiect - the project has been advertised, bid opening date is August 17,
2004.
· Del Oru Proiect - work order was approved by the City Council. Initial pipe line surveys are nearing
completion, expect basis of design report from the consultant next month to understand the concept of
design and how they want to proceed with that project.
· Master Plans for Wastewater Treatment - finishing up the Master Plans that was commissioned last year
for our water system. Water master plan is focused on our water resources and what to do at the
wastewater treatment plant from our compliance stand point. From an efficiency stand point part of the
study was to gain some employee input on some things they saw that needed to be done and to seek out
anything we could do in the future for compliance and the efficiency of the operation. These projects are
rolled into our capital improvement program which is currently in the budget, and is considered in our next
rate study for rate increases to sustain the capital needs to keep our system operating the way it needs to
operate basically.
Member McSwine -Inguired, do we foresee charging for reclaimed water in the Master Plan in the future.
Member Neff - Stated that the city is conducting a study for Reclaimed Water, the merits of metering, .
projections & cost projections. Member Neff introduced John Milligan - Water Pollution Control Superintendent,
who will give a brief update on the compliance status of waste water treatment plant. John and his people' have
recently won 3 silver awards from Association of Metropolitan Sewage Agencies.
. Melllber Carlough - Inquired about the Fluoride that was put into the water a month ago.
Member Neff - Stated, there are number of people upset, but upset for different reasons. The county
commission made decision when they added the fluoride. The decision has been made and the action has
been done, we have not installed the equipment yet here, because our decision was made subsequent to
county decision. It takes some time to design and get the equipment on board.
Member Carlough - stated that the information she obtained from a dentist is that, the best way to apply
Fluoride is topically that is where it is going to do good and not by drinking.
Member Neff - stated, 1 % of the water is drunk and the rest is used for sanitation, irrigation and other
purposes. The issue for Utilities is the water system, the appropriate mechanism for medicating the population,
Utilities cannot make a judgment it is a political decision.
4. INFORMATION ITEMS
ITEM # 7 - Brazilian PeDoer Plant & Potatoes
Member Carlough - Inquired how are you getting rid of the Brazilian Pepper Plant and Potatoe Plants.
John Milligan - stated that areas have already been surveyed and have been picked by the Environmental
Management, where you have large growth of invasive plants that should not be there and there will be signs in
those areas.

Member Gilreath -Introduced Marianne Korosy, Audubon Spoonbill Technician of Palm Harbor, who will be
giving a talk on Roseate Spoonbills.
Marianne Korosy - Gave a brief talk on Roseate Spoonbill Project and Beach Nesting Birds that utilized the
beaches.
