06/16/2004 - Worksession ENVIRONMENTAL ADVISORY BOARD CITY OF CLEARWATER WORK SESSION - June 16,2004 . PRESENT . . Unless otherwise noted, no action was taken regarding items. 1. ADMINISTRATION The Chair called the meeting to order at 4:00 pm in the Council Chambers of City Hall. ITEM # 1- Minutes of Aoril21. 2004 Chair Jamieson suggested that the minutes of April 21, 2004 would be reviewed, and any additions or corrections will be done at the next EAB meeting. REPORTS ITEM # 3 - Commission Liaison Reoort None ITEM # 4 - Public Works Environment Proiects None ITEM # 5 - Citv Comorehensive Plan Liaison Reoort None ITEM # 6 - Reclaimed Water Proiects Member Neff gave quick updates on improvements on Re-Claimed Water Projects: . Marshal Street - process of completion. . Drew on Union Street - will come to a closure for the site at the pump station and continue discussion on land acquisition with school board. . Drew Street continues, project is persuing and hoping to be finished by the end ofthe year. . Harbor Oaks project is complete from the construction stand point and in the process of making physical connection of homeowners to the system Will start billing in August. . Seville & Sunset Point Reclaimed water system -. 100 percent design complete, getting ready to go advertising. Soon will have this project under construction. . DelOro Reclaimed Water Proiects - Commission did approve the initial design and is proceeding on. . Water Plant System seems confined, warranty issues are resolved. Environmental Advisory, 2004-0616 . . . . l ITEM # 7 Water Conservation Presentation Member Neff introduced Lou Badami - Water Superintendent - Public Utilities. Speaker Badami gave a brief presentation on : ~ Water Demand Management Goals ~ Balance the Needs of our customers and the environment ~ Educating the Public - Per Capital Usage - Future Plans 4. DISCUSSION ITEMS ITEM # 8- Imoact of PH Level in Drinkinl! Water Chair Jamieson: Inquired the impacts and effects of the increase PH levels in drinking water. Speaker Badami: Stated that, the level of PH in drinking water, this tends to lessen the potential for corrosion in the pipes. ITEM # 9- Chloride Level in Water Chair Jamieson: Inquired chloride levels in water. Speaker Badami: Stated that the Federal Government has set a drinking water standard on every compound or chemicals or how they react with each other in drinking water. One of the standards set is ma~imum contaminate levels on chlorides and level is 500 milligrams per liter which begins to become detectable. ITEM # 10 - Imoact on Reclaimed Water Chair Jamieson : Stated that good job was done on the conservation and reclaimed water has a tremendous impact on our portable water usage and also by not putting water into the bay which is a better choice. ITEM # 11 - Brackish & Surface Water Speaker Badami : Stated that, Brackish water is a localized impact, one has to deal with. Looking at some potential future facility, we may go more brackish to get deeper zone in the aquifer to get water that brings up the whole disposal mechanism and the key issue on disposal of the concentrate is the amount of chloride, and the salt contents in the reclaimed water. Chair Jamieson: Inquired, wh.at happens if you do deep well injection on surface water discharge & how will it effect. ? Speaker Badami: Stated that, there are more concentrated substances in the surface water. If surface water is discharging, then this is basically going into upper Tampa Bay with saltier water. Have to get a permit to do this. Now working on a master plan and intend to approach the council and request authorities to proceed some of these actions. Not just looking at the water area, but also looking at the master plan for waste water treatment plant. Just finished 2003 water quality report. Clearwater water system is very healthy and water tastes good. ITEM # 12 - Palmetto & Mvrtle Proiect Member Gilreath: Inquired, on the latest development with Palmetto & Myrtle. Member Neff : stated that -On Palmetto, taking advantage of the work load in replacing the pipe, putting in 20" water line and Myrtle will be completed in a year. ITEM # 13 - Fluoride in the Water Member McSwine Inquired, on the impact of fluoride in the water and different types of fluoride used for fluoridation. Environmental Advisory, 2004-0616 .1 , Member Neff - stated that Hydrofluosilicic acid is the most common used chemical to doze fluoride in water industry unlike Sodium Fluoride and Calcium Fluoride that are not widely used, not easily injected into the water stream and are not soluble. Pinellas County has put in the substance that has been approved. e. INFORMATION ITEMS ITEM # 14 -New Comprehensive Plans Member Gilreath stated that she spoke to Gina Clayton and that there was no new comprehensive plan. Further evaluation will be iil 2006. ITEM # 15 - Loss of Historic Buildines Chair Jamieson: stated that this is not an Environmental Board matter, but was concerned with the loss of our Historic Buildings and that nothing was done in restoring or renovating, the character of which are now totally destroyed. 6. ESTABLISH AGENDA ~ ~ ~ ~ ~ Soccer Field Restoring Historic Buildings Updates on Rate Study Development of Clearwater Harbor Up coming Projects: Plans for presenting referendum. i. Glen Oaks starts in October ii. Kapok starts in September 7. NEXT MEETING Next EAB Meeting will be on 21st July 2004. .
