The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
3- Approval of Minutes - July 11, 2006
Approval of the July 11, 2006, regular minutes was continued to December 12, 2006.
4-Action Item-Proposed FY 06/07 Meetina Schedule-
A December 12, 2006, meeting was scheduled for the CAPER (Consolidated Annual
Performance and Evaluation Report).
Consensus was to approve the 2007 NAHAB (Neighborhood & Affordable Housing
Authority Board) meeting schedule: February 13, March 13, May 8, July 10, October 9, and
December 11,2007. If nothing is agendaed, the meeting will be cancelled.
It was requested that a tour be scheduled of agencies that submit funding applications.
5-Action Item-Settina the Course for Future Meetinas-
Housing Manager Michael Holmes requested input on improving NAHAB meetings and
suggested that presenters could be scheduled on topics of interest. It was recommended that
NAHAB should have more input regarding City Council decisions related to affordable housing.
Mr. Holmes suggested that affordable housing meeting agendas could be forwarded to NAHAB
members. Staff will work to provide NAHAB members relevant information prior to Council
meetings.
George Row, representing National Foundation Management, reviewed the agency's
counseling efforts regarding financial literacy.

It was requested that staff make a presentation regarding qualification requirements for
funding sources, such as HOME (Housing Opportunity Made Equal), SHIP (State Housing
Initiatives Partnership), and CDBG (Community Development Block Grant).
In response to a suggestion, Mr. Holmes said two nonprofit agencies help residents
purchase and rehabilitate affordable housing. It was stated that the City Council should be
aware that increasing homeowners insurance costs and property taxes have made housing less'
affordable for more people. It was suggested that NAHAB could make a formal
recommendation that the City Council find ways to lower property taxes and homeowners
insurance. Discussion ensued with concerns expressed that helping residents pay increased
insurance payments would be a one-time fix and not help in subsequent years. Mr. Holmes will
speak to the Legal Department regarding Hazard Insurance and if the City could make funds
available to help residents cover their homeowners insurance premiums.
Cynthia Fox, representing Partners for Self-Sufficiency, requested a copy ofthe City's
Gateway study and information on affordable housing, including projects, in Clearwater. Mr.
Holmes reported the City and County are working on a nexus study of affordable housing.
Mr. Holmes reviewed the House Hardening/Mitigation Program to improve the protection
of housing from hurricanes. Staff is reviewing a loan program for application that would let the
City match residents' investment in improvements that meet hurricane standards with a loan.
The program would not require low-income residents to match the loan from the City. The City
also will receive $45,000 from the Pinellas County Housing Trust for SHIP-type activities.
