Sullivan Assistant Director of Housing Housing Manager Board Reporter The Chair called the meeting to order at 9:05 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 3 - Appointment of New Chair & Vice Chair Member Brackett moved to appoint Lisa Hughes as Chair and himself, Donald Brackett, as Vice-Chair. The motion was duly seconded and carried unanimously. 4 - Approval of Minutes -10/11/05 & 12/6/05 Member Sabatier moved to approve the minutes of the regular meeting of October 11, 2005, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. The motion was duly seconded and carried unanimously. 5 - Discussion of FY 2006/07 Consolidated Action Plan Application Assistant Director of Housing Howie Carroll reviewed the FY (Fiscal Year) 2006/07 Consolidated Action Plan events schedule. Invitations have been sent to Consolidated Plan Mailing List applicants, encouraging them to attend the February 24, 2006, workshop at the Clearwater Main Library, for information regarding new priorities. Staff will review the applications after the March 24, 2006, deadline prior to the bus tour and Review Committee evaluation. An update on the Action Plan Process will be presented to NAHAB (Neighborhood & Affordable Housing Advisory Board) on April 11 , 2006, and tentatively, NAHAB will recommend allocation approvals on May 9, 2006. Neighborhood & Affordable Housing 2006-02-14 1 . . . The City Council is scheduled to approve the FY 2006/07 Action Plan on July 20,2006. The goal is for all agreements to be returned to the City by mid-September for improved efficiency. As the City is adopting a 10-year homeless plan, plans to construct SRO (Single Room Occupancy) units and other homeless programs will have priority in this year's Action Plan process. Housing education programs will be reviewed to make certain no overlap occurs. Performance measures are important as required by HUD (Housing & Urban Development). Recipients must begin spending public facility dollars within 30 days of the beginning of the fiscal year, and complete the project by the end of the fiscal year. Housing Manager Michael Holmes said detailing in the budget section narrative is important. Mr. Carroll said penalties for prior performance problems have been increased. In response to a question, Mr. Carroll estimated that CDBG (Community Development Block Grant) funds will decrease by approximately $100,000, HOME funds will decrease by approximately $40,000, and SHIP (State Housing Initiatives Partnership) funds are expected to remain constant. He requested that board members contact the local legislative delegation regarding the judicious use of past SHIP benefits by the City and to encourage the release of Sadowski funds for affordable housing, as the fund originally was earmarked. It was requested that language on page 5 regarding the subrecipient application be clarified. 6 - New/Old Business It was noted that Pinellas County is considering inclusionary zoning and other groups are meeting regarding affordable housing. Mr. Carroll said the cities of Clearwater, St. Petersburg, and Largo, will contribute to the County Inclusionary Zone study, once the RFP (Request for Proposals) process is completed. The City is working to adopt a mobile home ordinance similar to the County's. As housing prices increase, staff is focusing on preserving housing stocks by helping with rehabilitation. The City will seek NAHAB input as it can. Concern was expressed that NAHAB members are being left out of the process and should have an enhanced role related to affordable housing efforts.
