The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order and are in summary format.
3 - Approval of Minutes - April 15. 2005
Member Hughes moved to approve the minutes of the Api!1 15, 2005 meeting and April
15, 2005 bus tour, as submitted in written summation to each board member. The motion was
duly seconded and carried unanimously.
4 - FY2005-2006 Consolidated Action Plan - Recommended Allocations - Public HearinQ
Assistant Housing Director Howie Carroll reviewed the Consolidated Action Plan
process. This year's funding was reduced by $500,000, primarily the result of a lower estimate
of next year's program income. Anticipated allocations are estimates and could be reduced
based upon final funding from the State and Federal government. Mr. Carroll reviewed
recommended funding levels. Funding will be reallocated if any organizations in the Public
Facility category cannot accept partial funding.
In response to questions, Mr. Carroll said the CRA (Community Redevelopment Agency)
area has been extended to the Gateway area, where a large Hispanic population resides and
many homes need rehabilitation. Acquisitionllnfill Housing funds are used to purchase vacant
lots and residential housing units. Under the Education Pool category, the housing education
fee schedule limits reimbursements to one reimbursable fee per household/type of activity.
Housing pool funds are applied to home ownership. The rental housing fund historically has
equaled between 10% and 15% of available funds. .
Mr. Carroll reviewed the application process. Discussion ensued with comments that
subrecipients receive ranking criteria information prior to application submissions, the current
ranking system funds more organizations, staff is available to answer questions regarding the
process, and staff prepa"res annual Action Plans. The draft of this year's Consolidated Plan will
be available for public comment in June. Housing Manager Michael Holmes said the City
Council makes the final deci$ion regarding allocations.

Member Carbone moved to accept and approve the FY2005-2006 Consolidated Action
Plan recommended allocations as presented. The motion was duly seconded and carried
unanimously.

Mr. Carroll said at the next meeting, the board will consider the five-year Consolidated
Planning Document. He ws!comed board comments.
The Chair thanked those in attendance and congratulated subrecipients who received
