The Chair called the meeting to order at 1:10 p.m. at the Main Library.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order and are in summary format.
3 - Approval of Minutes - February 8. 2005
Member Hughes moved to approve the minutes of the regular meeting of February 8,
2005, as submitted in written summation to each board member. The motion was duly
seconded and carried unanimously.
4 - Appointment of New Chair
Member Cutkomp moved to appoint John Sabatier as Chair. The motion was duly
seconded and carried unanimously.
Chair Sabatier moved to appoint Lisa Hughes as Vice-Chair. The motion was duly
seconded and carried unanimously.
5 -Update on FY 05-10 Consolidated Plannina Document Process
Assistant Housing Director Howie Carroll reported an affordable housing needs and
market value assessment is underway. The City had a 10% - 15% response on its surveys
mailed to non-profit providers and neighborhood groups. The Consolidated Plan will be
submitted to the City Council in July or early August. In May, the City will hold a public meeting
to obtain public input as it relates to Housing and Community Development Needs. This is a
requirement of the Consolidated Planning process.
Mr. Carroll said a NAHAB (Neighborhood & Affordable Housing Advisory Board) meeting
is scheduled for May 17, 2005, to approve the FY (Fiscal Year) 2005-06 Action Plan
recommended allocations. From there, staff will develop the Action Plan and put out for public
comments.

Mr. Carroll said CDBG (Community Development Block Grant) funding may be cut and
its administration may be transferred from USHUD (U.S. Department of Housing and Urban
Development) to the U.S. Department of Commerce.
The importance of affordable housing in the Countywide needs assessment was noted.
Mr. Carroll reviewed challenges related to affordable housing and suggested priorities relate to
the homeless, and transitional and permanent housing. It was suggested NAHAB take a role in
preserving affordable housing. Mr. Carroll suggested NAHAB include in its Action Plan the
advocacy of policy makers to adopt effective policies. Members are welcome to attend the
Homeless Policy Group monthly meetings, on first Fridays.
