The Chair called the meeting to order at 9:02 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order and are in summary format.
3 - Approval of Minutes - December 7. 2004
Member Carbone moved to approve the minutes of the regular meeting of December 7,
2004, as submitted in written summation to each board member. The motion was duly
seconded and carried unanimously.
4 - Update on FY 05-06 Consolidated Action Plan Process
Assistant Housing Director Howie Carroll said the City begins the consolidated action
plan process annually in February. Subrecipients will be notified by mail regarding this year's
cycle, which runs from February 22 to March 25, 2005. Staff will schedule a bus tour of
agencies requesting funds. Staff will schedule an application workshop for organizations that
have not applied previously. The TRC (Technical Review Committee) will review and rank the
applications and NAHAB (Neighborhood & Affordable Housing Advisory Board) will receive the
results and recommended allocations on May 17, 2005. The Action Plan will be available for
public comment. The final recommended allocations and Action Plan will be presented to the
City Council in August. Upon approval, the results will be forwarded to USHUD (U.S.
Department of Housing and Urban Development).
Mr. Carroll said as reductions are expected, staff can only estimate the amount of next
year's CDBG (Community Development Block Grant). If City priorities change after this analysis
is completed, funding allocations may be adjusted accordingly. The City's website will list
information regarding available funding and application date deadlines.
5 - Update on FY 05-10 Consolidated Plannina Document Process
Mr. Carroll reported the City had received five bids from consultants to assist in
developing the FY (Fiscal Year) 2005-10 Consolidated Planning Document. A review
committee chose Florida Planning Group, which also is working on Pinellas County's
Neighborhood & Affordable Housing 2005-02-08

Consolidated Action Plan. The firm will provide studies on housing and special needs housing,
perform homeless needs assessment, develop a five-year consolidated planning document and
performance measures, and complete an economic development assessment of the City's
neighborhood revitalization strategy and CRA (Community Redevelopment Agency). Mr. Carroll
said he would update the NAHAB regarding the process in April.
Housing Manager Michael Holmes said staff is scrutinizing all barriers to fair housing in
the development of the Analysis of Impediments to Fair Housing, which will be part of the
Consolidated Planning document. Staff will team with Pinellas County, and the cities of St.
Petersburg and Largo to hire a consultant to identify all impediments to fair housing and develop
a Countywide approach to address those barriers. Study results will be presented to the public
and NAHAB. Corrective action will improve fair housing opportunities. Mr. Carroll said a survey
of all social service providers, neighborhood associations, and homeless coalitions will solicit
feedback and needs assessments of fair housing impediments. NAHAB input also will be
solicited.
6 - New/Old Business
Mr. Carroll anticipated the City Council would appoint a new member to fill the vacant
NAHAB seat at the next City Council meeting.
Discussion ensued regarding the appointment of a Chair. Consensus was to postpone
the appointment of a Chair until all members are present.

7 - Next Meetino
The next meeting is scheduled for April 12, 2005. A bus tour of subrecipients is
scheduled tentatively for April 5, 2005.
