The Chair called the meeting to order at 9:03 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order and are in summary format.
3 - Approval of Minutes - November 9. 2004
Member Brackett moved to approve the minutes of the November 9, 2004, meeting, as
submitted in written summation to each board member. The motion was duly seconded and
carried unanimously.
Other
Jerry Spilatro, Community Service Foundation, requested an updated roster of NAHAB
(Neighborhood and Affordable Housing Advisory Board) members.
4 - Public Hearina - Approval of FY03-04 Consolidated Annual Performance and Evaluation
Report (CAPER)
Assistant Housing Director Howie Carroll said HUD (Housing and Urban Development)
requires cities to submit annual lists of accomplishments. During the past two weeks, the
CAPER (Consolidated Annual Performance and Evaluation Report) has been available for
public comment and is posted in some of the City libraries, at City Hall, and a notice on the
City's website. In Clearwater, in FY (Fiscal Year) 2003/04, more than 38,000 clients were
served, mostly in the public services area and several infill housing projects and 14
rehabilitation projects were completed. Housing Manager Michael Holmes and Mr. Carroll
thanked the subrecipients who partnered with the City and made these projects successful.
In response to a question, Mr. Carroll stated he did not know who is responsible for
Skycrest subdivision signs. Neighborhood Services encourages homeowners to enhance their
properties and honors their efforts. The new Downtown wayfinding sign program will be critical
once the new bridge is completed.

. Member Cutkomp moved to approve the FY03-04 Consolidated Annual Performance
and Evaluation Report as submitted. The motion was duly seconded and carried unanimously.
5 - New/Old Business
Mr. Carroll reported the City will hire a consultant to assist staff with the FY2005-2010
Consolidated Plan and requested that one NAHAB (Neighborhood & Affordable Housing
Advisory Board) member volunteer to serve on a review committee, which will review firms who
respond to the related RFP (Request for Proposals). Member Carbone volunteered.
In response to a question, Mr. Carroll said staff is considering ways to encourage local
home builders to participate in affordable housing projects.
6 - Announcements
It was stated that Partners in Self-Sufficiency has reported that the relocation of Jasmine
Courts residents is progressing well and no problems are foreseen in locating suitable housing
alternatives.
Mr. Carroll announced Member Reid has resigned and commended her for her expertise
and service. He encouraged residents apply to serve in the "Community At-Large" category.
All were wished a safe and happy holiday.
