To provide continuity for research, items are in agenda order although not necessarily discussed in that order and are in summary format. 3. Approval of Minutes - March 29.2004 - Bus Tour and Presentations, and April 13, 2004. meetinQ Member Sabatier moved to approve the minutes of the March 29, 2004, meeting and the regular meeting of April 13, 2004, as submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 4. Citizens to be Heard - None. 5. FY04-05 Consolidated Action Plan - Proposed Allocations - Action Item (Public HearinQ) Assistant Housing Director Howie Carroll said during the past month, the Review Committee has reviewed subrecipient funding applications. As always, the demand is greater than available funds. According to current procedures, the top two ranked applicants in the Public Services category receive 60% of requested funds; the next two receive 50%; the remainder of applicants receive 40% of requested funds until available funds are awarded. A total of $171 ,450 in Community Development Block Grants can be allocated for Public Services. Under public facilities, the top ranking applications received 50% of their request until the maximum allocation is reached. The remainder of funds was allocated to property acquisition, relocation, and demolition. Most funds are limited to the housing pool and related activities. Additional revenues received will be offered to unfunded public facility projects. "Other public facilities" include upgrades to the Police substation, the Gateway Area, and the YWCA. In response to a question by CSF (Community Services Foundation) representative Jerry Spilatro, Mr. Carroll said Gateway Area facility improvements could include infrastructure improvements, or other public facility-related improvements eligible under the block grant program. It is anticipated that the improvements will be along the Cleveland Street corridor. Neighborhood & Affordable Housing Special 2004-05-11 . . . The Gateway Area is bordered by Missouri Avenue, Highland Avenue, Drew Street, and Court and Chestnut streets. Mr. Carroll said the Gulf Coast Legal Services project, under the Education Pool category, is a general foreclosure prevention strategy program. In response to a question, Mr. Carroll said CSF would be eligible for funds under the multi-family category on a first-come, first-served basis. No funding allocations have been identified. Mr. Carroll said if approved, staff will draft an action plan to reflect the proposed allocations. Within two weeks, staff will make this information available for 30-days for public comments, which will be incorporated into the plan as attachments. Staff will submit the action plan to the City Council in July, and to HUD (Housing and Urban Development) in August 2004. Member Hughes moved to recommend approval of the recommended allocations for the Fiscal Year 2004/05 Consolidated Action Plan, as submitted. The motion was duly seconded and carried unanimously. 6. New/Old Business - None. 7. Announcements Mr. Spilatro encouraged attendance at the June 19, 2004, HOPE (Homeownership for People Everywhere) Expo, at 8:15 a.m. at the Harborview Center, which will provide homeownership opportunities. Approximately 45 housing-related industry exhibitors will participate. The expo was developed by various profit and nonprofit agencies and is not a CSF project. Mr. Carroll reported Mr. Spilatro will accept a City Council proclamation declaring June as National Homeownership Month. 8.
