The Chair called the meeting to order at 9:04 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order and are in summary format.
3. Approval of Minutes - Februarv 10. 2004. meeting
Member Sabatier moved to approve the minutes of the regular meeting of February 10,
2004, as submitted in written summation to each board member. The motion was duly
seconded and carried unanimously.
4. Citizens to be Heard - None.
5. FY04-05 Consolidated Action Plan - Update
Assistant Housing Director Howie Carroll said funding applications for the FY (Fiscal
Year) 2004/05 Consolidated Action Plan were due from subrecipients by March 16, 2004. Staff
and the Review Committee have reviewed the applications. Plans are to bring forth
subrecipient rankings to the NAHAB (Neighborhood & Affordable Housing Advisory Board) at a
special meeting. Once applications and allocations are approved, staff will develop an action
plan, which will be available for public comment for 30 days. Staff plans to present the final
ranking results to the City Council by July. The final report is due to HUD (Housing and Urban
Development) by mid-August. Mr. Carroll thanked the Review Committee for their time and
talent during the time-consuming review process. The March 29, 2004, bus tour allowed
attendees to visit agencies requesting funding. Mr. Carroll said discussion is taking place in
Tallahassee regarding preservation of the State and Local Housing Trust Fund and housing and
development funds. Staff will provide the NAHAB with a list of priorities regarding community
development and housing needs.
Mr. Carroll suggested scheduling a special NAHAB meeting to review and approve the
FY 2004/05 Consolidated Action Plan subrecipient rankings and subsequent allocations. He will
confirm the date, time, and location later this week.

6.
New/Old Business
Mr. Carroll said the Greenwood apartments won a national award from the National
Association of Homebuilders for most creative financing. He stated the project also has won
three other national awards and one regional award. He thanked Member Sabatier and the
Bank of America for their efforts.
Mr. Carroll said Member Smith, representing East Clearwater, has resigned her seat.
He welcomed nominations for a replacement.
Mr. Carroll provided the Board with a summary of Consolidated Action Plan applications
received from subrecipients. The Public Services category always is the most requested. Of
the $171,000 available, $552,000 has been requested this year.
7. Announcements
Chair Braswell said Mt. Carmel is partnering with the City for a Grand Opening of the Mt.
Carmel Cultural Arts Center at the Kings Highway Recreation Center at 1 :00 p.m. on Saturday.
The facility will provide an outlet for workshops, dance, and other youth-oriented activities.
Mr. Carroll said the City Council approved the sale of property in North Greenwood to
Mt. Carmel, which plans to break ground on a small housing rental facility this summer.
