To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 - Approval of Minutes: September 14, 2006 Member Hamilton moved to approve the minutes of the regular meeting of September 14,2006, as submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 3 - Emplovees to be Heard - None. 4 - Action Items: a. Review and Action on Employee Requests for Regular Pensions: 1. Marcia Charlton, Marine & Aviation 2. John Johnson, Public Utilities 3. Peter C. Werbstein, Public Utilities Member Jensen moved to approve the requests for regular pensions for Marcia Charlton, John Johnson, and Peter C. Werbstein. The motion was duly seconded and carried unanimously. b. Review and Action on Employee Requests to Vest Pensions: 1. Holly May, Library Holly May, Library, has resigned her position after being employed by the City for more than 25 years. She will qualify for her pension beginning February 1, 2011. Pension Advisory 2006-10-12 1 . AND . . 2. Elizabeth L. Garrett, Police Elizabeth L. Garrett, Police, has resigned her position after being employed by the City for more than 18 years. She will qualify for her reduced pension beginning February 1, 2008. Member Schmalzbauer moved to recommend approval of the request by Holly May and Elizabeth L. Garrett to vest their pensions. The motion was duly seconded and carried unanimously. c. Approval of New Hires as Plan Members: Member Hamilton moved to accept the following employees into membership in the Pension Plan: Name. Job. The motion was duly seconded and carried unanimously. 5 - Pendino/New Business a. Federal Pension Changes Human Resources Director Joe Roseto reviewed changes to Federal law that could impact the Employees' Pension and Supplemental plans. Although the impact should not be significant, he has requested City and Pension Plan attorney review of the changes and IRS (Internal Revenue Service) clarification regarding implementation of the changes. Should the City decide to implement changes, ordinance(s) would need to be amended Pension Advisory 2006-10-12 2 . . . Changes are: 1) 10% early distribution penalty for public safety officers; 2) $3,000 exemption on health insurance and long term care insurance; and 3) Air time, or a feature that would allow an employee to buy additional credit to increase the pension benefit. It was remarked that supplemental plan related statutes also would require change. In response to a remark, Mr. Roseto said in many cases, it may not be cost effective to purchase additional pension time. 6 - Director's Report - None. 7 - Committee Members to be Heard Member Hamilton reported he will resign from the City Council and PAC (Pension Advisory Committee) in November. 8 - Adiournment The meeting adjourned at 9:11 a.m. ~#Jt9 Chair Pension Advisory Committee Pension Advisory 2006-10-12 3
