a. Federal Pension Changes
Human Resources Director Joe Roseto reviewed changes to Federal law that could
impact the Employees' Pension and Supplemental plans. Although the impact should not be
significant, he has requested City and Pension Plan attorney review of the changes and IRS
(Internal Revenue Service) clarification regarding implementation of the changes. Should the
City decide to implement changes, ordinance(s) would need to be amended

Changes are: 1) 10% early distribution penalty for public safety officers; 2) $3,000
exemption on health insurance and long term care insurance; and 3) Air time, or a feature that
would allow an employee to buy additional credit to increase the pension benefit.
It was remarked that supplemental plan related statutes also would require change. In
response to a remark, Mr. Roseto said in many cases, it may not be cost effective to purchase
additional pension time.
