The Chair called the meeting to order at 9:11 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2 - Approval of Minutes
Member Petersen moved to approve the minutes of the regular meeting of November
10, 2005, as submitted in written summation to each board member. The motion was duly
seconded and carried unanimously.

a) Review and Action on Employee Requests for Regular Pensions:

Member Hamilton moved to approve the requests for regular pensions for Eric A.
Fetrow, Edward A. Bossom, Freddie S. Dixon, Terry J. Finch, Paul T. Cheney, and Offie L.
Cobb. The motion was duly seconded and carried unanimously.
b) Review and Action on Employee Requests to Vest Pensions:

Carolyn Brink, City Manager Department, has resigned her position after being
employed by the City for more than 11 years. She will qualify to receive her reduced pension
beginning November 1, 2006.
Member Petersen moved to approve the request by Carolyn Brink to vest her pension.
The motion was duly seconded and carried unanimously.
c) Approval of New Hires as Plan Members:
As of November 23, 2005, the City had 1823.01 out of 1899.2 budgeted positions.
Leona Kibbe originally was hired as part-time on January 14, 2002; promoted and pension
eligible as of October 29, 2005.

5 - Pendina/New Business
a) Virginia/David Ford Disability Hearing
Frank Brown, representative, expressed concern that only five PAC (Pension Advisory
Committee) members were present. PAC Attorney Stuart Kaufman reviewed PAC rules, which
require four affirmative votes to approve a disability request. Member Hightower recused
himself from hearing this item and was absent. Mr. Brown expressed concern that obtaining
four out of five votes was a high hurdle. Mr. Kaufman said the City has no objection to moving
forward with the case today. In the interest of his client, Mr. Brown preferred that six members
be in attendance for a hearing.
Discussion ensued. Human Resources Director Joe Roseto said it was unrealistic to
schedule a special meeting prior to January 12, 2006. It was noted the PAC did not have time
to review materials received this morning. Mr. Brown said those materials replace an incorrectly
copied deposition manuscript previously submitted. Mr. Kaufman expressed concern that no
one can guarantee that six voting members will be in attendance in January. In response to a
question, Mr. Brown agreed to go forward with the case at the next meeting, even if only five
voting members are present.
Member Schmalzbauer moved to continue Item 5a - the Virginia/David Ford Disability
Hearing to January 12, 2006, as long as at least five voting members are in attendance. The
motion was duly seconded and carried unanimously.
b) Richard Zinge, Set Hearing for Job-connected Disability Hearing
Member Petersen moved to schedule the Job-connected Disability Hearing for Richard
Zinge for January 12, 2006.
6 - Director's Report - None.
7 - Committee Members to be Heard
Committee members wished all "Happy Holidays."
8 - Adjournment
