The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2 - Approval of Minutes
Member Hightower moved to approve the minutes of the regular meeting of September
23, 2005, as submitted in written summation to each board member. The motion was duly
seconded and carried unanimously.

5 - Action Items:
a)Review and Action on Employee Requests for Regular Pensions:

Member Hightower moved to approve the requests for regular pensions for Terry C.
Naumann, Barbara L. Taggart, Randall A. Bacher, and Raymond E. Cunningham. The motion
was duly seconded and carried unanimously.
b) Approval of New Hites <:1$ Pioll Members:
As of October 6, 2005, the City had 1823.01 FTEs out of 1899.2 budgeted positions.

Human Resources Director Joe Roseto reviewed hearing procedures, provisions, and
exclusions. The City is not contesting this application for a job-cem-nect disability and agrees
that the disability renders the participant unable to perform any useful, meaningful, and
necessary work for the employer in an available position for which the participant is reasonable
qualified or for which the participant may be reasonably trained to perform.
Member Hamilton moved to introduce into evidence the entire file, inclusive of medical
records, the IME (Independent Medical Exam), and Vocational Report. The motion was duly
seconded and carried unanimously.
Member Jensen moved that Timothy Hannas is disabled due to a job-connected injury,
such disability is likely to be continuous and permanent from a cause other than those listed as
general disability exclusions, and such disability renders the participant unable to perform any
useful, meaningful, and necessary work for the employer in an available position for which the
participant is reasonable qualified or for which the participant may be reasonably trained to
perform. The motion was duly seconded and carried unanimously.

b) Virginia Ford/David Ford Hearing - Job-connected Disability
AND
c) Peter Tsagaratos - Job-connected Disability
Member Jensen moved to schedule disability hearings for Virginia Ford/David Ford and
Peter Tsagaratos for November 10, 2005. The motion was duly seconded and carried
unanimously.
6 - Director's Report
Mr. Roseto reviewed information related to proposed Pension changes that has been
distributed to the PAC (Pension Advisory Committee) and to City unions. Actuary review has
not been done to determine the cost of each proposal. Finance Director Margie Simmons
reported that $25,000 was budgeted for this need and each minor change could require another
actuary review. She expressed concern that multiple reviews could cost $100,000. Issues
would need to be clarified by early January to be considered in a March 2006 referendum.
Discussion ensued regarding the scheduling of actuary reviews with a comment that an
immediate review would identify impacts prior to union review and a suggestion that the unions
first identify important issues prior to actuary review. It was requested that staff identify which
changes are required by law. Ms. Simmons said State law requires each referendum item to be
costed out.
Member Petersen moved that Finance Director Margie Simmons and Human Resources
Director Joe Roseto hold initial discussions with the unions and determine which actuary
reviews are needed immediately. The motion was duly seconded and carried unanimously.
7 - Committee Members to be Heard
Member Schmalzbauer reported he will not attend the December PAC meeting.
Member Hightower reported he will recuse himself during the Virginia/David Ford
hearing due to a conflict of interest.
8 - Adiournment
The meeting adjourned at 9:20 a.m.
