The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2 - Approval of Minutes of July 14. 2005
Member Petersen moved to approve the minutes of the regular meeting of July 14, 2005,
as submitted in written summation to each board member. The motion was duly seconded and
carried unanimously.
3 - Employees to be heard - None.
4 - Action Items:
a. Review and Action on Employee Requests for Regular Pensions:
1. Mark Cairns, Fire Department
2. Mark Love, Fire Department
Member Hamilton moved to approve the requests for regular pensions for Mark Cairns
and Mark Love. The motion was duly seconded and carried unanimously.
b. Review and Action on Employee Requests to Vest Pensions:
1. Gregory Turman, Public Utilities
2. Glenn Weaver, Engineering
3. Ronald Reist, General Services
Gregory Turman, Public Utilities Supervisor II, Public Utilities Department, was employed
by the City on August 13, 1984, and began participating in the Pension Plan on that date. Mr.
Turman terminated from City employment on July 29, 2005.

Glenn Weaver, Signal Systems Engineer, Engineering Department, was employed by the
City on March 20, 1989, and began participating in the Pension Plan on that date. Mr. Weaver
terminated from City employment on July 29, 2005.
Ronald Reist, Fleet Mechanic, General Services Department, was employed by the City
on January 15, 1991, and began participating in the Pension Plan on that date. Mr. Reist
terminated from City employment on August 5, 2005.
The Employees' Pension Plan provides that should an employee cease to be an
employee of the City of Clearwater after completing ten or more years of creditable service
(pension participation), such employee shall acquire a vested interest in the retirement benefits.
Vested pension payments commence on the first of the month following the month in which the
employee normally would have been eligible for retirement. Section 2.393 (p) provides for
normal retirement eligibility when a participant has reached age 55 and completed twenty years
of credited service, has completed 30 years of credited service, or has reached age 65 and
completed ten years of credited service. Mr. Turman would have completed at least 30 years of
service on August 13, 2014. His pension will be effective September 1, 2014. Mr. Weaver
would have completed at least 20 years of service and reached age 55 on March 20,2009. His
pension will be effective April 1, 2009. Mr. Reist would have completed at least 20 years of
service and reached age 55 on January 15, 2011. His pension will be effective February 1,
2011.
Member Petersen moved to approve the request by Gregory Turman, Glenn Weaver,
and Ronald Reist to vest their pensions. The motion was duly seconded and carried
unanimously.
c. Approval of New Hires as Plan Members:
As of July 28, 2005, the City had 1823.01 of 1899.2 budgeted positions.

The motion was duly seconded and carried unanimously.
5 - Pendina/New Business:
a. Thomas Stubblefield - Job-connected Disability Hearing
Human Resources Director Joe Roseto read the job-connected disability criteria for
which Mr. Thomas Stubblefield has applied and reviewed procedures. None of the disability
exclusions applied to Mr. Stubblefield's case. The IME (Independent Medical Examination)
physician reported that Mr. Stubblefield is permanently and totally disabled and cannot perform
the duties of a firefighter. The City does not oppose this application. The PAC (Pension
Advisory Committee) was provided an extensive packet of information regarding Mr.
Stubblefield's condition.
Member Doran moved to accept into the record the packet of information provided to the
PAC. The motion was duly seconded and carried unanimously.
Member Hamilton moved to approve Thomas Stubblefield's job-connected disability
request, as he has been found to be permanently and totally disabled due to an on-the-job
injury, and that heis unable to render the services of a firefighter. The motion was duly
seconded and carried unanimously.
Thomas Stubblefield thanked the PAC and said he appreciates the opportunity to have
served the citizens of Clearwater.
b. Betty Blunt - Non-job-connected Disability Hearing (Continued)

d. Peter Tsagaratos - Job-connected Disability Hearing (Continued)
Mr. Roseto said the disability cases for Betty Blunt, Virginia/David Ford, and Peter
Tsagaratos are being continued to the next meeting.
Member Hamilton moved to continue Items #5b, 5C, and 5d, disability cases for Betty
Blunt, VirginialDavid Ford, and Peter Tsagaratos to September 8, 2005. The motion was duly
seconded and carried unanimously.
6 - Director's Reports
Mr. Roseto said many discussions had occurred regarding suggested pension changes,
including a workshop for the Pension Trustees and PAC. Changes must be submitted to the
SOE (Supervisor of Election) by January 2006 for inclusion in the City's March referendum. He

will discuss with the PAC attorney appropriate changes. He will schedule meetings with the
union regarding any bargainable changes and will report results to the PAC in September.
7 - Committee Members to be Heard
Finance Director Margie Simmons requested committee members advise her if they wish
to attend the October 2,2005, FPPTA seminar in St. Augustine or other pension training.
