DuPont Committee Member Also Present: Pamela Akin City Attorney Rosemarie Call City Clerk Nicole Sprague ORLS Coordinator The meeting was called to order at 5:51 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes 2.1 Approve the minutes of the February 26, 2015 Charter Review Committee Meeting as submitted in written summation by the City Clerk. Committee Member Allbritton moved to approve the minutes the February 26, 2015 Charter Review Committee meeting. The motion was duly seconded and carried unanimously 3. New Business 3.1 Continue reviewing charter Chair Aungst recapped what the committee reviewed at the February 26th meeting. The City Attorney reviewed a map that depicts the land description in Appendix A and explained that nothing can be done with land lying below the 28 mean sea level elevation without a referendum. Charter Review 2015-03-12 1 The City Clerk said Dr. Scott Paine from the University of Tampa would be at the April 23rd meeting to make a presentation on forms of government. Marine and Aviation Director Bill Morris will address the committee on March 26 to discuss Sec. 2.01(d)(4) referencing the Dunedin Pass, and Real Estate Services Coordinator Chuck Lane will also address the committee regarding restrictions on real property. The City Attorney said Assistant City Manager Rod Irwin could address the Committee regarding ULI recommendations. The City Attorney reviewed the timeline of the Committee and said the 2016 Election date has not been set by the Florida Legislature yet. If the election falls in January, the Committee would need to complete its work by August. In response to questions, the City Clerk said ten years is the most common charter review time frame in other municipalities. The City Attorney said most election processes are outlined in the City's code and not a charter issue. She said there are specific charter exemptions regarding the Band Shell in Coachman Park and the tennis courts and no permission is needed to expand greenspace. She said the boat dock as outlined in the charter does not allow a ticket sales booth on the dock. In response to a suggestion, the City Attorney said Public Communications could put questions on the City's Facebook page to get feedback regarding the Charter. The City Clerk said the City's agenda program allows for public input and can be utilized when the Charter brings their recommendations to Council. It was requested that staff schedule a presentation by the City Manager on his perspective of form of government after Dr. Paine's presentation. Staff was directed to contact the Library Director regarding any needed changes. 4.
