The Chair called the meeting to order at 6:08 p.m. at City Hall, followed by the Pledge of
Allegiance and introductions.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
4. Action Items
a.
Approval of Minutes of Previous Meeting (January 7, 2004)
Member Fowler moved to approve the minutes of the regular meeting of January 7,
2004, as submitted in written summation to each board member. The motion was duly
seconded and carried unanimously.
5. Presentation - Miles Balloqq, Tampa Bav Enqineerinq
Miles Ballogg, Brownfields & Economic Development Manager for TBE (Tampa Bay
Engineering), gave an overview of Brownfields assessment projects and TBE's services.
Currently, TBE assists the City with Brownfields grant writing, EPA (Environmental Protection
Agency) reports, environmental assessments, provides civil engineering services, and serves as
one of the City's Engineers of Record. TBE may begin assisting the City with BSRAs
(Brownfields Site Rehabilitation Agreements).
Mr. Ballogg reviewed the Clearwater Brownfields assessment projects that are funded
with EPA money: 1) Former Central Florida Automotive site on Stevenson's Creek; 2) Wolfe
property; 3) Phillip Jones Field; 4) North Greenwood Police Substation; 5) Clearwater
Automotive and Washington Street properties; 6) Joe DiMaggio Field; and 7) new Bright House
Networks Field.
Former Central Florida Automotive Site
The former Central Florida Automotive site was a junkyard for 40 years. This model
Brownfields project includes plans to remove the junkyard, which is adjacent to a residential
area. The Army Corps of Engineers will work on restoration of Stevenson's Creek. Open

space/green space and a new fire station will help improve public safety and emergency
response times. The eastern portion of the site required pre-development activities including an
initial site assessment report to FDEP (Florida Department of Environmental Protection). TBE
provided civil engineering services for the design of the fire station. The site will need to be
monitored for a one-year period due to groundwater contamination until the contamination
naturally attenuates. The western portion of the site still needs to be assessed. There will be
63 soil borings and 12 soil samplings done on the site, wells will be tested, groundwater
samples taken, and testing done for petroleum, solvents, metals, etc. In response to a question,
Mr. Ballogg said approximately $100,000 is available for site assessment.
Wolfe Property
The Wolfe property is adjacent to the Central Florida Automotive site and is part of the
Stevenson's Creek restoration project. Focus will be on open space/green space opportunities
and wetlands preservation and enhancement. Assessment activities include soil borings and
soil samples, monitoring wells, taking groundwater samples, and assessing arsenic, petroleum,
and solvents. Mr. Ballogg said all Brownfields site assessment projects require the preparation
of site assessment reports and submission of a Quality Assurance Project Plan to the EPA for
their EPA approval.
Phillip Jones Field
The Phillip Jones Field project began in response to community concerns. A Phase One
environmental assessment revealed evidence of landfilling activity. Ground penetrating radar
determined the limits of the landfill, which appeared to be contained within the Phillip Jones
Field. Assessment activities revealed no regulatory exceedances or contaminates. More fill is
needed to cover the few inches of dirt on top of the landfill material as there is a layer of crushed
glass underneath which creates a safety hazard.
North Greenwood Police Substation
Contamination was discovered during Martin Luther King Avenue improvements at the
North Greenwood Police Substation. Monitoring of the site and additional soil sampling will be
done to determine if the contamination is migrating.
Clearwater Automotive Salvage Yard
Phase One reports are being completed for the Clearwater Automotive salvage yard.
Approval has been obtained from the EPA for a Quality Assurance Project Plan. It was
discovered that the site was a former foundry and dry cleaning establishment. Gasoline was
used as a dry cleaning solvent at this site in the 1930s. It continues to be used as a salvage
yard. A RFP (Request for Proposal) will be released for the site as a potential mixed-use
development. Soil borings, groundwater samples, soil samples, etc. will be required.
Joe DiMaggio Field
The Joe DiMaggio Field was a former landfill. A groundwater assessment report has
been completed and will be submitted to FDEP. Low levels of metals were found in the
groundwater. The Parks and Recreation Department plans to locate approximately seven
soccer fields and a baseball diamond on the site.

Briaht House Networks Field
Coal tar and petroleum contamination was discovered and removed during construction
of the Bright House Networks Field. A site assessment report will be submitted to FDEP.
Economic Development Coordinator Diane Hufford said Parks and Recreation open
space/green space State grant funds have been used for the Phillip Jones Field. Additional
funds will be used for the Wolfe property and Joe DiMaggio Field.
6. Staff Report
Ms. Hufford said since the last meeting, one new Phase One site assessment has been
completed for a residential property at the corner of Stevenson Drive and Betty Lane for a self-
serve car wash. The potential buyer is not requesting funds for a site assessment.
Ms. Hufford said the terms for three board members would expire prior to the next
meeting. The Commission is considering appointing Wallace Smith to the board in May to fill
the residential category being vacated by Member Miller.
Discussion ensued and consensus was to schedule the next meeting at 6:00 p.m. on
June 23, 2004. Ms. Hufford will confirm the availability of the meeting room at the Greater
Clearwater Chamber of Commerce.
Ms. Hufford presented plaques to Members Gray and Fowler and thanked them for their
service.
