To provide continuity for research, items are in agenda order although not necessarily discussed in that order. ITEM #1 - Welcome ITEM #2 - Minutes Chair Jan Regulski noted, under Item #6 b), the correct spelling for Howard Trexler's last name is Troxler. Member Katie Merriam moved to approve the minutes of the February 17, 2006 meeting as corrected. The motion was duly seconded and carried unanimously. ITEM #3 - Library Director's Report a) Special Events through Parks & Recreation - update Library Director Barbara Pickell reported Parks and Recreation staff recently coordinated their first special event in the Main Library. They are familiarizing themselves with the building and equipment needs. Jan Nickols is still screening special event requests and assisting Parks and Recreation staff. A question was raised regarding original plans to add greenery to the rooftop to provide shading. A response will be provided at the May meeting. b) Axsa Library Director Barbara Pickell reported there are 32 public computers in the Reference Division requiring staff involvement with signing up patrons to use the computers, plus pulling print jobs and receiving payment for them from the patrons. Additional public computers have recently been installed at East and Countryside branch libraries, which will increase print jobs requiring more staff time. Library Advisory 2006-0421 1 04/21/06 . Axsa will provide and maintain software for scheduling and monitoring computer use, as well as print management, which sends print jobs to a coin operated printer or copy machine. This will eliminate staff involvement except for initial training for new users and occasional troubleshooting. Patron authentication, which requires a library card, will track the amount of time a patron spends on the computer each day. In response to questions, Director Pickell stated the system does not track what a user looks at, and the tracking of user time zeros out each day. The Clearwater Library System Internet Use Policy is displayed when the user logs on. Internet access restrictions would be limited to those sites which promote illegal activity, e.g. child pornography. Staff may intervene if a site being viewed could be considered offensive to other patrons, which would be a violation of the Code of Conduct. Library Director Barbara Pickell stated adults are not permitted to use computers in the Youth Services area and children are not allowed to use the computers in the Reference Division at the Main Library. At the branches, there aren't any restrictions. Wi-Fi access is available at Main, North Greenwood and Countryside libraries, with East and Beach access scheduled for completion in the near future. There aren't any restrictions for Wi-Fi access aside from the Code of Conduct. A patron can be trespassed (for a limited time) from use of all Clearwater library facilities for violation of the Code of Conduct. The State of Florida continues to attempt to require filtering. The Federal Government has denied funding, provided by the Universal Services Fund, to schools and libraries who refuse to filter Internet access. . c) Atrium Renovation & Joffrey's Sale The City Council approved the sale of the cafe operation to Phyllis DeMarco, who is licensed by Joffrey's. She will be the on-site manager, and has already invested in renovations and equipment repair. . The City has contracted with an interior design firm to create a more enticing atmosphere in the Atrium, including some area carpeting and soft seating. ITEM #4 - Unfinished Business - none ITEM #5 - New Business a) Nomination/Election of Chairperson, Vice-Chairperson 2006/2007 Chair Jan Regulski opened the floor to accept nominations for the offices of Chairperson and Vice Chairperson. Vice Chair Fred Dunn nominated Chair Jan Regulski to continue as Chairperson. Member Clorinda Gilreath nominated the current Chairperson and Vice Chairperson as the slate of officers for 2006/2007. With no further nominations from the floor, Chair Jan Regulski called for the vote to keep the current slate of officers. Member Clorinda Gilreath moved to accept Jan Regulski and Fred Dunn as Chair and Vice- Chair for 2006/2007. The motion was duly seconded and carried unanimously. Library Advisory 2006-0421 2 04/21/06 ITEM #6 - Reports . a) Foundation . . Jan Regulski, reporting for Foundation Executive Director Judy Melges, stated they are currently planning for the 4th of July event. The Foundation will also hold the Jazz Soiree again this year during the Jazz Holiday. b) Friends Jan Regulski, reporting for Friends President Rita Garvey, stated the annual Volunteer Appreciation Tea is scheduled for Sunday, April 30 from 2-4 PM at the East Library. The Friends of the Clearwater Library Annual Business Meeting, including nominations for officers, is scheduled for Saturday, May 6 at 9:30 AM in the Main Library. ITEM #7 - Board Comments In response to a question regarding enhancing the meeting rooms, Library Director Barbara Pickell stated it might be possible to do something with the side walls. Regarding personnel, Director Pickell reported David Stoner is the new Manager at North Greenwood, and Marsha McGrath, Head of Acquisitions/Collection Development, is retiring the end of the month. Director Pickell reported Unique Management is preparing to send out bills to patrons, which is the first step of the collection process. The patron has 30 days to respond. In response to a question regarding the Main Library 4th floor, Director Pickell stated additional shelving and casework has been ordered to complete the area. Display of artifacts should be coordinated through Jan Nickols, Community Services Manager. Vice Chair Fred Dunn reported he visited the Alexandria, Egypt library and is compiling photos for a presentation to the Board in the future. Member Marilyn Garte reported she would be absent from the May meeting. She stated (her husband) Glenn Garte's artwork is scheduled for display in the gallery in September. Chair Jan Regulski reported the East Branch received new furniture for the children's area through a donation from the Clearwater Community Women's Club. Director Barbara Pickell stated Countryside Library has also received new furniture for the children's area.
