The meeting was called to order at 7:01 p.m. at Countryside Library.
Rich Baier, Engineering Director, stated the issue to be discussed is whether to connect Marlo Boulevard to the soon to be constructed extension of Landmark Drive. The Landmark Drive
extension will essentially be a 24 foot wide “driveway” to Lake Chataugua Park. The City is currently in negotiations with the Vogels in order to obtain additional right of way. It
is estimated 150 cars per day will travel to the park. There will be 50 parking spaces at the park.
Mr. Baier referred to requests there be a signal at Marlo and McMullen-Booth Road. He reported the traffic there does not meet the warrants for a signalized intersection and it is
highly unlikely approval can be obtained.
The neighborhood’s biggest concern, should Marlo be connected to Landmark, is cut-through traffic. Mr. Baier indicated this is a realistic concern and reviewed methods that could be
used to address this problem. He reported ballots giving the neighborhood an opportunity to express its opinion regarding the options will be mailed next week. The ballots will be
sent to the property owners as listed on the tax roll. Instructions for voting the ballot will be included.
A resident questioned how far Landmark will eventually be extended to the South. Mr. Baier indicated there are no plans for further extension at this time but is a possibility in the
future. A question was raised regarding whether there could be a trial period for whatever is implemented. It was indicated this is possible. Concerns were expressed regarding flexible
posts, being used to limit access, not being adequate to prohibit undesired access. Concerns were also expressed regarding people making U-turns to obtain access. A question was raised
regarding the use of speed bumps or stop signs to discourage cut-through traffic. Mr. Baier indicated speed bumps create liability for the City; similar stop signs on Landmark were
not effective and were removed.
A request was made that the ballots allow for first, second and third choices to be made. It was agreed this would be done. Concerns were expressed regarding the ballots being limited
to one per household as there may be disagreement in the household.
A concern was expressed regarding the safety of neighborhood children should a connection be made. A suggestion was made that the prohibition on right turns on red at
Enterprise and McMullen Roads be reinstated. Mr. Baier indicated this had been declared illegal by a judge. It was also indicated the left turn signal at McMullen-Booth and Enterprise
was to be extended.
The concern for the safety of children was again expressed. An opinion was also expressed that access at McMullen-Booth is easier than it was during construction.
Discussion with staff took place at boards depicting the various options.
