A. CALL TO ORDER, INVOCATION, PLEDGE OF ALLEGIANCE
The Chair called the meeting to order at 1:00 p.m. at City Hall, followed by the
Invocation and Pledge of Allegiance.

Member Carlough moved to approve the minutes of the regular Community
Development Board meeting of January 20, 2015, as recorded and submitted in written
summation to each board member. The motion was duly seconded and carried
unanimously. Alternate Member Funk did not vote.

of Case HIS2014-12003 on today's Consent Agenda based on evidence in the record,
including the applications and the Staff Reports, and hereby adopt the Findings of Fact
and Conclusions of Law stated in the Staff Reports, with conditions of approval as
listed. The motion was duly seconded and carried unanimously. Alternate Member Funk
did not vote.

Planner II Kyle Brotherton reviewed the staff report.
Two residents spoke in opposition, stating that church activities disrupt the
neighborhood, future ancillary uses were worrying, and the septic tank project did not
warrant the zoning change.
In response to questions, Assistant Planning & Development Director Gina Clayton said
upon annexation, the City must rezone the property to be consistent with the City's
comprehensive plan. She said Pinellas County had approved each request by the
church to expand. After the property is annexed and depending on the application,
either staff or the CDB (Community Development Board) will consider future requests
for approval. Professional Engineer Jennifer Shannon reviewed the project to replace
septic systems with City sewer service. Planning Manager Lauren Matzke said the City
planned to annex the remainder of County Road 193 right-of-way in order to construct
infrastructure improvements to include new sidewalk and a small stormwater project.
The Paul B. Stephens School and nearby subdivision are in the City and receive City
sewer service.
Discussion ensued with comments that church noise was a separate issue and future
expansion would require City approval. It was stated that replacing the septic systems
will benefit the community and it was felt the project will not impact nearby residents.
Ms. Clayton said after annexation, the City will handle noise comptaints and code
enforcement. The City had no information re any future church building plans.
Concern was expressed that the project would not benefit City residents. It was stated
the annexation will provide residents another level of protection not available to County
residents. It was commented that the City's approval process considered project
impacts, was more attuned to residential concerns, and was more stringent than the
County's.

Member Hinrichs moved to recommend approval of Case LUP2014-11004 based on the
evidence and testimony presented in the application, the Staff Report and at today's
hearing, and hereby adopt the Findings of Fact and Conclusions of Law stated in the
Staff Report. The motion was duly seconded and carried unanimously. Alternate
Member Funk did not vote.
3. Case� REZ2014-11005 - 2930 County Road 193 (Related to ANX2014-11024
and LUP2014-11004) Level Three Application

evidence and testimony presented in the application, the Staff Report and at today's
hearing, and hereby adopt the Findings of Fact and Conclusions of Law stated in the
Staff Report. The motion was duly seconded and carried unanimously. Alternate
Member Funk did not vote.

1. Recoqnition of Service: Board member Frank Dame
Planning & Development Director Michael Delk thanked Chair Dame on behalf of staff
for his years of service to the residents of Clearwater and members of the Community
Development Board.
Chair Dame said it had been an honor to serve the City and Community Development
Board and a privilege to have served with his colleagues. He said much development
had occurred during the last 8 years and Clearwater was now a world-class destination.
