concession is comprised of food and beverage service.

Red Light Video Survey Analysis
Police Chief Slaughter provided a PowerPoint presentation.
In response to questions, Chief Slaughter said staff would analyze traffic-accident data
before considering increasing the number of cameras. Intersections to consider would
be high-volume and include Sunset Point Road and US Hwy 19, Sunset Point Road and

Belcher Road, Drew Street and Gulf to Bay Boulevard. Media attention and driver
education on camera locations have influenced the reduction is re-light running
violations. The City's contract with Redflex expires July 31, 2015; contract includes a
90-day termination clause. Traffic cameras at most intersections are used for real time
traffic management; images obtained from the cameras are not archived. The City's
red-light cameras archives images obtained. Police Chief Slaughter said rear-end
collisions at Chestnut Street/Ft. Harrison Avenue increased the first year but then
decreased by ten points in 2013/2014. None of the rear-end collisions were attributable
to red-light camera violations. The City changed the duration of amber lights when the
Florida Department of Transportation approved the rule changes. Assistant City
Attorney Rob Surette said Redflex is paid per approach, regardless of the number of
citations issued. The City does not issue a violation when turning right on a red light.
Should the City terminate the contract with Redflex without cause, the maximum cost
due to the City would $12,000; $ 4,000 per approach. A hearing officer has been hired;
she will hear red-light camera violation appeals on the third Wednesday of the month.
8. Engineering
8.1 ID#14-376 Award a contract (blanket purchase order) to Pinellas County
Solid Waste in the amount of $250,000 for the disposal of solid waste at the
Pinellas County waste to energy plant/landfill for the period October 1,
2014 through September 30, 2015, as provided in the City's Code of
Ordinances, Section 2.5640)(d), Services provided by Other Governmental
Entities and authorize the appropriate officials to execute same. (consent)

In response to questions, Planner Mark Parry said the proposal before Council is the
first to include a ballroom. Planning and Development Assistant Director Gina Clayton
said Council did not restrict the use of the reserve units to limited service hotels. Mr.
Parry said, including pending projects, there are twenty units left in the reserve. Up to
fifteen percent amenity spaces to the overall space would not require additional parking.
Anything above 20% would require additional parking.
Staff was directed to provide a map depicting projects assigned reserve units.
A concern was expressed that the proposed development does not identify bike rack
locations as required by code.

In response to questions, Planner Lauren Matzke said the special act allowed local
governments a minimum of sixty days to review the maps. The review period was
extended to ninety days and ended in August. Clearwater was provided an extended
review period in order to discuss changes with Council.
Councilmember Jonson requested a one-on-one with staff.

Appendix A relating to Parks, Beaches, and Recreation Schedule of Fees,
Rates and Charges Section XI, to establish definitions for purposes of

Police Chief Dan Slaughter said the Department has been involved since May. Mr.
Suarez moved sand to lower the height, addressing some sea oats. Working
collaboratively with the Fish and Wildlife Commission (FWC) and the Florida
Department of Environmental Protection (FDEP), staff determined there was a
disagreement between the agencies regarding whether or not a permit was issued. Mr.

Suarez has been asked not to move sand until the issue of the permit has been
resolved.
Environmental Manager Ed Chesney said he spoke with FDEP; the two homeowners
involved were given violations and warning letters. The homeowners will be required to
mitigate the damage. Typically, FWC investigates criminal intent and FDEP
investigates for regulatory violations. Mr. Chesney said FWC has not completed their
investigation. The homeowners will be required to submit a mitigation plan to FDEP and
implement the plan when approved.
In response to questions, Mr. Chesney said FWC is concerned with the criminal intent
not the regulatory matter. Police Chief Slaughter said local law enforcement officers are
not specialized in environmental laws. Assistant City Attorney Rob Surette said FDEP
can administer heavy fines.
It was suggested that matter be included in the City's 2015 legislative priorities.
11.2 ID#14-405 Update on plans for City Centennial

Gina DeWitt provided a PowerPoint presentation. Parks and Recreation "Brian Craig
reviewed scheduled activities.
It was suggested that Miracle on Cleveland Street be considered for an event. It was
also suggested that the City partner with Suncoast Jazz Holiday and Courtney
Campbell Causeway opening and reaching out to the Tampa Bay Buccaneers and
Tampa Bay Rays regarding interest in participating.
In response to questions, Public Communications Director Joelle Castelli said the
historical interviews are available on the server but due to staff limitations, no further
action has been taken on the interviews. The City could contract outside assistance to
transcribe and edit the interview sessions. Ms. DeWitt said she will be contacting
Clearwater Marine Aquarium's marketing department regarding their interest in
participating.
There was council consensus to have a fee for a centennial concert event in April. It
was suggested that Clearwater residents have priority to the event.

Councilmember Jonson invited Council to the upcoming candidates forum on
September 24, 2014 at the Pinellas Park Performing Arts center and requested if any
one was available to attend. Councilmember Jonson is unable to attend due to a
regularly scheduled PSTA board meeting.
No one was available to attend.
