04/26/1994 - Joint Meeting CRA & DDB COMMUNITY REDEVELOPMENT AGENCY & DOWNTOWN DEVELOPMENT BOARD JOINT MEETING Minutes April 26, 1994 The Community Redevelopment Agency, and Downtown Development Board met at City Hall, Tuesday, April 26, 1994 with the following members present: Community Redevelopment Agency: Downtown Development Board: Arthur X. Deegan, II., Chairperson Elise Winters, Chairperson Sue Berfield, Vice-Chairperson Joyce Baskin, Treasurer Richard Fitzgerald, Trustee Lillian Trickel, Board Member Rita Garvey, Trustee Alan Bitman, Board Member Fred Thomas, Trustee Helen Wheelis, Board Member Judi Hackett, DDB Consultant Also Present: Absent: Betty Deptula, Interim City Manger Peter Gozza, Exec Director, CRA Miles Lance, Acting City Attorney David Stone, DDB Vice-Chairperson Jacquie DeGroy, Recording Secretary Dan Leiter, DDB Board Member Gil Gott, Chamber of Commerce 1. Call to Order Chairperson Arthur Deegan called the meeting to order at 7:40 pm. 2. Approval of Minutes A motion was made, seconded and unanimously carried to approve the corrected minutes. Correction to read: "Richard Hull" as the representative from the City Attorney's Office. 3. Presentation of City Hall Location Betty Deptula, Interim City Manager, gave a brief report on site selection for an up to 75,000 square feet consolidated City Municipal Services complex. Three sites have been given serious consideration - Bilgore property (East Avenue at Pierce Street), current City Hall site with expansion and the Kravas site on Cleveland Street. City staff has recommended the Bilgore site. This item will go to referendum on Tuesday, September 8, 1994. Chairperson Deegan recommended that the CRA and DDB members present a positive attitude in supporting this project and to provide the public with as much information as possible. 4. Judi Hackett Update Aside from the monthly reports that had been submitted, Ms. Hackett discussed the new printed materials that have been issued. The circulation of the newsletter, Right Downtown, will be expanded to include the Greater Clearwater area. The Downtown Guide, also, has been published and distributed. Ms. Hackett recommended that CRA and/or DDB members take advantage of this recruiting tool by distributing copies of the guide at any seminars, conventions or tradeshows they may attend. A downtown directory is planned and hopefully will be published this year. Ms. Hackett reviewed some of the recruiting prospects that she has been working with. 5. Peter Gozza Update Chairperson Deegan reviewed Mr. Gozza's written mid-year report due to the fact that Mr. Gozza was attending a seminar in Chicago. Ms. Wheelis requested an update on the possible Western Reserve Life move to downtown Clearwater. Chairperson Deegan briefed the members on a meeting he had attended with Western Reserve officials, Al Justice and Lee Arnold. Several property options had discussed - the east end property, Clearwater Centre and Carillon properties. 6. Preliminary Design Guidelines Presentation This item had been fully presented at the Downtown Partnership meeting held just prior to this meeting at 5:30 pm. 7. Citizens Comments None 8. Board Member Comments Trustee Thomas opposed the decision to eliminate the CRA and DDB joint meeting. He requested that this item be placed on the agenda of the CRA and request a formal vote on the dissolution of this quarterly joint meeting. Ms. Wheelis requested that this item be placed on the DDB agenda, also. Trustee Berfield recommended that the Downtown Partnership write letters to Western Reserve encouraging a move to the east end property. 9. Adjournment Meeting adjourned at 8:30 pm.
