Call to Order Meeting was called to order at 5:50 PM, by CRA Chairperson, Deegan. Item 2. Delray Beach Presentation At the request of CRA Executive Director, Peter Gozza - Chris Brown, Executive Director of the Delray Beach CRA and Marjorie Ferrar, Downtown Coordinator for the Delray Beach Joint Venture Partnership, were invited to discuss the successful joint venture of the Delray Beach downtown organizations. Presentation Highlights: The Joint Venture Partnership Board consists of officers from the CRA, Downtown Development Authority, Chamber of Commerce and the Downtown Merchant's Association. (Other civic organizations may join the board if they contribute financially.) The joint venture board's main objective is downtown marketing (events/promotions and retail recruitment); the CRA and DDA assume the responsibilities of restoration and loan programs; the Chamber and merchant's association's main responsibility is economic development. After pooling resources, the annual budget consists of $100,000 plus in-kind services. The organizations that comprise the joint venture are housed together in downtown Delray Beach in order to share resources. Paid staff members of the Joint Venture are not allowed to vote. Ms. Ferrar, the downtown coordinator was hired by and reports directly to the Joint Venture Board. A one year marketing plan was designed by Ms. Ferrar with the help of approximately 25 various civic groups and organizations such as the Parks and Recreation department, neighborhood organizations, historical society, service groups, etc. Again, the resources (of these organizations) were pooled for use in joint events/promotions. The downtown coordinator does not spend joint venture dollars for promotions/events, etc. but assists the civic groups in spending their dollars wisely. Item 3 - DDB/CRA Joint Effort The consensus of the DDB, CRA and the Chamber of Commerce members was that some aspects of the joint venture effort should be pursued for Clearwater. It was agreed that the DDB & CRA will work together to revise the DDB ordinance that will include the function, responsibilities and duties of the DDB. Peter Gozza recommended that the CRA be responsible for the "bricks, mortar and design" of the downtown and allow the DDB the responsibility of promotions. CRA supports and encourages the four "main street concept" committees (Design, Government Liaison, Promotions & Business Recruitment). It was agreed that if Judi Hackett is hired as the DDB Consultant, she and Peter Gozza research properties that could be used as joint housing. The expenses (rent & staffing) for the joint office could be discussed at a future DDB/CRA meeting. The formal goals and strategies of the DDB were reviewed, the consensus reached was that the concept of the goals and strategies be supported as a joint effort between the Downtown Development Board, Community Redevelopment Agency, Downtown Clearwater Association, Downtown Comes Alive, Jazz Holiday Foundation, the Chamber of Commerce and the City of Clearwater. Strategy 1.5 "The DDB will cooperate with a newly forming information Committee of businesses owners who are parishioners of the Church of Scientology" was not supported and will be eliminated. Item 4 - DDB Staff Assistance The CRA will continue to provide the DDB with staff assistance, at the current rate of pay, until the DDB hires staff support.
