SISTER CITY ADVISORY BOARD MINUTES

The first meeting of the Sister City Advisory Board was called to order at 4:40pm.
To provide continuity for research, items are in agenda order although not necessarily discussed in
that order.
ITEM #1 - Introductions - Ms. Walbolt introduced members of the board and staff. Ms. Walbolt
welcomed Cynthia Goudeau and asked her to speak on the Sunshine Laws and explain rules of
parliamentary procedures.
ITEM #2 - Establishment of Guidelines and Procedures - Ms. Walbolt and Ms. Goudeau will meet to
discuss these items and create an agenda for the next meeting.
ITEM #3 - Select Chair and Vice-Chair - Councilmember Hamilton nominated Linda Damsky as Chair.
Ms. Damsky respectfully declined. Ms. Walbolt suggested Ms. Damsky act as temporary Chair during
the next meeting. Ms. Damsky agreed.
Ms. Walbolt suggested members submit nominations for Chair and Vice Chair at the next meeting.
ITEM #4 - Set Meeting Schedule - Tentative dates for the next Sister City Advisory Board were
discussed. It was suggested to meet quarterly. This will need to be readdressed at April's meeting.
ITEM #5 - New Business -
a) Ms. Walbolt distributed Clearwater/Sister City Organizational chart, member roster,
background information, ordinance and matrix to members.
b) Ms. Damsky, Nagano Exchange Coordinator for Pinellas County School Board explained
PSCB support and interaction with the Sister City organization. The PCSB World Language
department handles program coordination with Nagano, Japan.

c) Mr. Wisemiller, President of Clearwater Sister Cities, Inc. reviewed agenda for the 45th
anniversary trip to Nagano, Japan. Over 40 teachers and citizens are planning to participate.
Official activities in Nagano occur May 28th - June 2nd. Mr. Wiserniller suggested
contacting him by April 10th for trip participation. Clearwater Sister City, Inc. would like to
see more community involvement, new relationships developed with other cities, and
cultural exchanges.
Ms. Walbolt suggested partnering with the Rotary Clubs.
ITEM #6 Adiournment - Members adjourned at 5:55pm
The next meeting will be Tuesday, April 27, 2004 at 4:30pm at MSB,
Conference Room 130.
