02/13/2007 NEIGHBORHOOD & AFFORDABLE HOUSING ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER February 13, 2007 Present: Lisa Hughes Chair Donald Brackett Vice Chair Laurel Braswell Board Member John Sabatier Board Member Peggy M. Housing Director Heather Latham Housing Staff Assistant The Chair called the meeting to order at 9:00 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 3 – Approval of Minutes – February 14, 2006, November 14, 2006, and December 12, 2006 Member Corriveau moved to approve the minutes of the regular meeting of February 14, motion 2006, as submitted in written summation to each board member. The was duly carried seconded and unanimously. Member Brackett moved to approve the minutes of the regular meeting of November 14, motion 2006, as submitted in written summation to each board member. The was duly carried seconded and unanimously. Member Brackett moved to approve the minutes of the regular meeting of December 12, motion 2006, as submitted in written summation to each board member. The was duly carried seconded and unanimously. 4 – Presentation of the Proposed FY 2007-2008 Consolidated Action Plan Schedule Housing Manager Michael Holmes reviewed the proposed FY (Fiscal Year) 2007/08 Consolidated Action Plan Schedule. The process begins on March 1, 2007 and applications must be received by March 29, 2007. The TRC (Technical Review Committee) will review applications on April 29, 2007. On May 8, 2007, TRC results will be presented to NAHAB (Neighborhood & Affordable Housing Advisory Board) and subrecipients will make presentations. On July 10, 2007, the NAHAB will consider staff recommendations for subrecipient funding. On July 16, 2007, final recommendations will be presented to the City Council at its Work Session for approval on July 18, 2007. Staff will submit funding recommendations to HUD (Housing and Urban Development) on August 10, 2007. Mr. Holmes said some NAHAB members had requested a bus tour of subrecipient applicants. Discussion ensued regarding previous tours with comments. It was stated that all Neighborhood & Affordable Housing 2007-02-13 1 subrecipient agency applicants were not visited due to time constraints. After applications are received, it was suggested that staff recommend a date for a bus tour and/or presentations. 5 – Presentation of the revised applications and ranking system Mr. Holmes said the City’s revised applications and ranking system were presented to HUD. One amendment requires applicants with offices outside Clearwater to document how their services benefit City low- to moderate-income residents. The applicant also must indicate how they will document their services. Discussion ensued regarding the difficulty of documenting residency for services to Clearwater residents. Mr. Holmes reviewed amendments to the Applicant Ranking Criteria under Program Objectives, which were changed to encourage workforce development. The City works closely with Worknet Pinellas and prefers not to create a new funding pool for job training programs. The City would like to encourage involvement by more neighborhood-based agencies in workforce development. Discussion ensued regarding services for the homeless, and difficulties related to documenting and providing follow-up for this population. It was suggested that agencies serving the homeless are the best resources of information. It was questioned if the agencies’ discharge reports would provide an accurate count of homeless people in Clearwater. Jerry Spilatro, CSF (Community Service Foundation), said everyone who receives downpayment assistance from the City must attend a homebuyer seminar. He suggested requiring a household budgeting seminar for all who receive downpayment assistance or rehabilitation loans. Susan Wood said the Turning Point has found it difficult to document the chronically homeless, as they lack identification and often do not return to the same facility. Sandra Lyth, YWCA Hispanic Outreach Center, Vice President of Pinellas County Coalition for the Homeless, and Secretary to the Homeless Leadership Network, said these organizations are answering some NAHAB questions. She said there are various levels of homelessness. She said a network of services in Clearwater service the homeless. She said HUD-funded organizations have software to track homelessness. Member Cabone moved to accept submitted changes to the revised applications and motioncarried ranking system. The was duly seconded and unanimously. 6 – Appointment of NAHAB member to the Technical Review Committee Member Carbone moved to appoint Lisa Hughes to the TRC (Technical Review motioncarried Committee). The was duly seconded and unanimously. 7 – New/Old Business It was questioned if the Council had responded to NAHAB correspondence. Mr. Holmes reported no formal response. It was remarked the City has no control over any Housing Neighborhood & Affordable Housing 2007-02-13 2 . authorities. Mr. Holmes said NAHAS can make recommendations to the City Council regarding any issues or concerns. 8 - Next meetinq - March 13. 2007 9 - Adiournment The meeting adjourned at 10:15 a.m. . .
