The Chair called the meeting to order at 9:28 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2 - Approval of Minutes:
Trustee Hibbard moved to approve the minutes of the January 12, 2004, meeting, as
recorded and submitted in written summation by the City Clerk to each Trustee. The motion
. was duly seconded and carried unanimously.
3 - Requests for Pension
Mr. Roseto presented the recommendation of the Pension Advisory Committee that
William Sara, Charles McPherson, and Godfrey Howell be granted regular pensions under
Sections 2.393 and 2.397 of the Employees' Pension Plan.
William Bara, Police Officer, Police Department, was employed on August 20, 1979, and
his pension service credit is effective on that date. His pension will be effective January 1,
2004. Based on an average salary of approximately $55,736 per year over the past five years,
the formula for computing regular pensions, and Mr. Bara's selection of the 100% Joint &
Survivor Annuity, this pension will be approximately $36,556 annually.
Charles McPherson, Recreation Leader, Parks and Recreation Department, was
employed on November 1, 1982, and his pension service credit is effective on that date. His
pension will be effective January 1, 2004. Based on an average salary of approximately
$26,032 per year over the past five years, the formula for computing regular pensions, and Mr.
McPherson's selection of the 100% Joint & Survivor Annuity, this pension will be approximately
$14,133 annually.

Godfrey C. Howell, Public Utilities Coordinator, Public Utilities Department, was
employed on July 7, 1980, and his pension service credit is effective bnthat date. His pension
will be effective January 1, 2005. Based on an average salary of approximately $56,462 per
year over the past five years, the formula for computing regular pensions, and Mr. Howell's
selection of the Joint & Survivor Annuity, this pension will be approximately $38,015 annually.

The Pension Advisory Committee approved these pensions on January 8, 2004.
Section 2.393 (p) provides for normal retirement eligibility when a participant has reached age
55 and completed twenty years of credited service, has completed thirty years of credited
service, or has reached age 65 and completed ten years of credited service. Section 2.393 also
(p) provides for normal retirement eligibility when a participant has completed twenty years of
credited service in a type of employment described as "hazardous duty" and further specifically
defines service as a Police Officer as meeting the hazardous duty criteria. Mr. Bara qualifies
under the hazardous duty criteria. Messrs. McPherson and Howell qualify under the 20 years of
service and age 55 criteria.
Trustee Hamilton moved to grant regular pensions for William Bara, Charles
McPherson, and Godfrey Howell under Sections 2.393 and 2.397 of the Employees' Pension
Plan, as approved by the Pension Advisory Committee. The motion was duly seconded and
carried unanimously.
4 - Elizabeth Maltas. on behalf of the minor children of Robert Maltas, Public Utilities
Department, be granted a death benefit under Section 2.397 of the Employees' Pension Plan
as approved by the Pension Advisory Committee.
Robert Maltas, Public Utilities Technician II, Public Services Department, was employed
on March 9, 1990, and his pension service credit was effective on that date. Mr. Maltas passed
away on December 15, 2003.
Elizabeth Maltas applied for death benefits on behalf of his minor children on December
22, 2003. Ms. Maltas' request on behalf of the minor children for death benefits was approved
by the Pension Advisory Committee on January 8, 2004. The amount of the pension will be
computed by the Finance Department at a later date.
This pension will be effective January 1, 2004. Based onan average salary of
approximately $41,510 per year over the past five years, this pension will approximate $16,848
annually.
Trustee Hibbard moved to grant to Elizabeth Maltas, on behalf of the minor children of
Robert Maltas, Public Utilities Department, a death benefit under Section 2.397 of the
Employees' Pension Plan, as approved by the Pension Advisory Committee. The motion was
duly seconded and carried unanimously.
