The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2 —Approval of Minutes
2.1. Approve the minutes of the June 24, 2014 Neighborhood and Affordable Housing
Advisory Board meeting as submitted in written summation.
Member Cutkomp moved to approve Item 2.1. The motion was duly seconded and carried
unanimously.

5— Bright Community Trust Presentation
Housing Manager Michael Holmes said in 2008, the Board of County Commissioners authorized
creation of BCT (Bright Communities Trust), AKA Pinellas Community Housing Foundation, as a
nonprofit that used land trusts as a vehicle to facilitate affordable housing in the County. BCT
used Federal, State, and local subsidies to preserve housing as perpetually affordable via 99-
year ground leases. BCT also owns rental properties.
BCT proposed to acquire, renovate, and sell 3 houses in Clearwater to buyers with 80% AMI
(Area Medium Income). A development agreement with the City was being negotiated. The City
has $295,000 available for this project. BCT will educate homebuyers, who will purchase only
the structures; BCT will own the land. BCT will have first right to purchase these homes when
they are offered for resale.
In response to questions, Mr. Holmes said BCT will obtain 3 bids for each rehabilitation project.
If necessary, BCT will pay rehabilitation costs exceeding the City's contribution. When the
houses are sold, BCT will retain developer and land costs and return the remaining funds to the
City for use on other affordable housing projects.
6 —SHIP Affordable Housing Advisory Committee
Mr. Holmes reviewed SHIP (State Housing Initiatives Partnership) requirements for Clearwater
to form an AHAC (Affordable Housing Advisory Committee) every three years if the City
receives more than $500,000 in SHIP funds. Meetings are scheduled for September 16 and

October 7 at 6:00 p.m. in Room 222 at City Hall. A consultant will facilitate the process.
Members will be provided the strategies and meeting processes prior to the first meeting. The
final report was scheduled for approval at the joint AHAC /NAHAB meeting on December 9,
2014.
Member Cutkomp moved to recommend appointing Ronald Spoor, Michael Boutzoukas, Peter
Leach Bob Clifford, Jacqueline Rivera, and Neighborhood & Affordable Housing Advisory Board
members to the AHAC. The motion was duly seconded and carried unanimously.
7 — OId /New Business
7.1. Low Income Housing Tax Credit Discussion
Mr. Holmes said 2 developers applied for SAIL funds available through the State. Competition
for the low income housing tax credits was significant. The City will contribute $75,000 to one of
these projects, if it is awarded SAIL funding.
Sand Company AKA Sunshine Development Group proposed to use SAIL funds to purchase
and rehabilitate Prospect Towers, form a new nonprofit LLC, and continue operating as
affordable housing for the elderly. Since it was built, the structure has had no major
improvements, except for work on the elevators and chillers. The building's leaky roof and
related mold have made the top floor uninhabitable. Mr. Holmes said it was important to retain
affordable housing downtown.
Peter Leach proposed to use SAIL funds to construct the 76 -unit Garden Trail development on
property he owns on Eldridge Street. The 5- building affordable housing complex will serve
families. Mr. Leach previously developed the Country Club Townhomes.
In response to a question, Mr. Holmes will provide information re a project on Palmetto Street
near Clearwater Airpark.
