The Chair called the meeting to order at 9:02 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
ITEM #2 - Approval of Minutes:
Trustee Jonson moved to approve the minutes of the August 13, 2001, meeting, as
motion
recorded and submitted in written summation by the City Clerk to each Trustee. The
carried
was duly seconded and unanimously.
ITEM #3 - Request for Acceptance into Membership:
The Human Resources Director presented the recommendation of the Pension
Advisory Committee to approve membership for the employees listed below:
Andrea Davis, Matthew McLane, Richard Ross, Colleen Lau, Miguel Barroso, Kelly
Goolsby, Scott Durivou, Christopher Ziermann, Brian Rogers, Roger Culler, Teresa Scrima,
Craig Tower, Leighton Wright, and Maureen Owens.
Trustee Gray moved to accept the recommendation of the Pension Advisory

Committee. The was duly seconded and unanimously.
ITEM #4 - Request for Pension:
The Human Resources Director presented the recommendation of the Pension
Alfred Harris, Jr.
Advisory Committee that , under Section(s) 2.393 and 2.397 of the
Employees' Pension Plan.

Alfred Harris, Jr.,
Solid Waste Equipment Operator, Solid Waste Department, wsa
employed by the City on September 26, 1978, and his pension service credit is effective on
that date. His pension wil be efective August 1, 2001.
Based on an average salary of approximately $35,828 per year over the past 5 years,
the formula for computing regular pensions, and Mr. Harris’ selection of the 10-Year Certain
and Life Annuity, this pension will be approximately $21,876 annually.
This pension was approved by the Pension Advisory Committee on August 9, 2001.
Section 2.393 (p) provides for normal retirement eligibility when a participant has reached age
55 and completed 20 years of credit service, has completed 30 years of credited service, or
has reached age 65 and completed 10 years of credited service. Mr. Harris qualifies under the
age 55 and 20 years of service criteria.
Trustee Jonson moved to accept the recommendation of the Pension Advisory

ITEM #5 - Request to Vest Pension:
The Human Resources Director presented the recommendation of the Pension
Walter Davis William Emmottvest their pensions
Advisory Committee that and be allowed to
under Section(s) 2.397 and 2.398 of the Employees' Pension Plan.
Walter Davis, Solid Waste Equipment Operator, Solid Waste Department, was
employed the City on December 7, 1981. Mr. Davis terminated from City employment on June
1, 2001.
William Emmott, Police Service Technician, Police Department, was employed by the
City on March 23, 1987. Mr. Emmott terminated from City employment and May 8, 2001.
The Employees' Pension Plan provides that should an employee cease to be an
employee of the City of Clearwater after completing ten or more years of creditable service
(Pension participation), then such employee shall acquire a vested interest in retirement
benefits. Vested pension benefits payments commence on the first to the month following the
month in which the employee normally would have been eligible for retirement.
Section 2.393 (p) provides for normal retirement eligibility when a participant has
reached age 55 and completed 20 years of credited service, has completed 30 years of
credited service, or has reached age 65 and completed 10 years of credited service. Mr. Davis
was completed 20 years of service and reached age 55 on April 25, 2003. His pension will be
effective on May 1, 2003. Mr. Emmott would have completed 20 years of service and reached
age 55 on August 29, 2015. His pension will be effective on September 1, 2015. These
requests were approved by the Pension Advisory Committee on August 9, 2001.
Trustee Gray moved to accept the recommendation of the Pension Advisory

ITEM #6 – Other Business
Human Resources Director Paul O’Rourke said staff will bring forward renewal of the
Pension Plan Attorney’s contract at the next meeting.
