Sullivan Board Reporter The Chair called the meeting to order at 5:43 p.m. at City Hall, followed by a moment of silence and the Pledge of Allegiance. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 —Action Items 2.1. Approval of Minutes October 26, 2011 Member Green moved to approve the minutes of the October 26, 2011, meeting of the Brownfields Advisory Board, as submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 3 - Staff Agenda 3.1. Brownfield Revolving Loan Cleanup Funds to CRA Economic Development Coordinator Diane Hufford reported $325,440 from the Brownfield Revolving Loan Cleanup Funds had been loaned to the CRA (Community Redevelopment Agency) for remediation of the former Car Pro site at 1359 Cleveland Street. CardnoTBE has been contracted to perform Scope of Services: Task 1 Quality Assurance Project Plan (QAPP), Community Relations $ 8,500 Plan (CRP) and Davis Bacon Report CardnoTBE fees and expenses Task 2 Horizontal Well Installation- Subcontracted services $39,600 Driller and IDW Management and Disposal Task 3 Utility Location/Evaluation $3,000 CardnoTBE fees and expenses Task 4 HRC and BDI Injection Program Brownfields Advisory 2012-05-03 1 CardnoTBE fees and expenses $40,000 Driller $46,000 Reagent Purchase and Management $69,000 Task 5 Remediation Monitoring and Reports CardnoTBE fees and expenses $56,000 Laboratory Subcontracted Services $46,084 Total $325,440 3.2. Overview of CarPro assessment and remediation activity Environmental Specialist Joe DeCicco said the CarPro project is taking less time than anticipated; 96 vertical and 4 horizontal wells have been installed. Contaminant migration to adjacent properties also is being treated. To date, $189,885.29 has been spent; the contract balance is $135,554.71. Contaminant levels have been reduced. No soil contamination was discovered. 3.3. ARRA (American Recovery and Assessment Act) $400,000 grant Ms. Hufford reported EPA report#11, ending March 31, 2012, indicates that 6.76 jobs were retained. This ARRA (American Recovery and Assessment Act) stimulus grant expires July 31, 2012 with $351,259.10 spent to date; the balance is encumbered. Ms. Hufford reported the City has no money remaining in its Brownfields account. Staff will apply for additional grants. 3.4. Clearwater Auto Florida Voluntary Cleanup Tax Credit certificates sold Ms. Hufford said the City applied for and received $516,943.70 in State Tax credits; the credits were sold for a contract price of$439,402.15. The agency fee agreement between the City of Clearwater and Clocktower/Northeast Securities was calculated at$0.05 per tax credit dollar, or $25,847.19. The City received net proceeds of$413,554.96. 3.5 - CarPro Voluntary Cleanup Tax Credit application The FDEP (Florida Department of Environmental Protection) VCTC (Voluntary Cleanup Tax Credit) program allows claims up to 50% of eligible costs for voluntary cleanup integral to site rehabilitation conducted during the calendar year for which the tax credit application was submitted. A Voluntary Cleanup Tax Credit application for $196,272.49 for eligible costs incurred at the CarPro site during calendar year 2011 was submitted. The total site rehabilitation cost incurred and paid during calendar year 2011 was $401,544.97. A letter from FDEP, dated April 3, 2012, indicated the City is eligible to receive requested tax credits of$196,272.49. However, due to the exhaustion of current year annual tax credit authorization, the tax credit certificate will not be issued until the State allocates new budget dollars. Board members complimented Diane Hufford for her hard work and considerable successes. Brownfields Advisory 2012-05-03 2 In response to a question, Ms. Hufford said future Brownfield projects could include the Tampa Bay Times building. Discussion ensued regarding degraded conditions along the North Ft. Harrison corridor and land use and zoning laws that limit development there. 3.6. 15th Annual Florida Brownfields Conference & Exhibition in Tampa - October 28 - 31, 2012 Staff will attend. Funds are not available for board member participation. 4 — Board Member Comments Member O'Neil noted Economic Development Association disaster resiliency project efforts to create and retain jobs.
