01/23/2007 PARKS & RECREATION BOARD MEETING MINUTES CITY OF CLEARWATER January 23, 2007 Present: Tom Fletcher Vice-Chair Brooks Hammac Board Member Ray Shaw Board Member Ron Whitcomb Board Member Absent: Jonathan Wade, Sr. Board Member Allen Weatherilt Board Member Also Present: Kevin Dunbar Director-Parks & Recreation Marsha Beall Staff Assistant The Vice-Chair called the meeting to order at 6:40 p.m. at the Long Center. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 – Approval of Minutes - October 24, 2006 and November 28, 2006 - Member Shaw moved to approve the minutes of October 24, 2006 as submitted to motioncarried members. The was duly seconded and . 3 – Old Business – a) Capital Projects Update – Mr. Dunbar reviewed the Capital Improvement Projects report: ?? Joe DiMaggio Sports Complex – continue working with USA Partners and Clearwater Collection Shopping Center regarding parking options and developing the site. ?? Chi Chi Rodriquez – Foundation is going through revitalization process before continuing discussions with the City regarding reuse of this property. ?? Office on Aging – the Aging Well Survey results have been completed and the Master Plan will go before Council in the spring. Transportation is the number one issue. The next steps are to create a 501©3, raise $125,000 and continue building a coalition between Clearwater, Dunedin and Palm Harbor. ?? Turtle Creek Park – continue conversations with School Board and County regarding land swap. School Board desires to purchase a piece of property near the northeast boarder of the Pollution Control Plant to build a bus depot. In turn, the School Board would sell the property on south side of Lake Chautauqua to the City. ?? Countryside Community Park restrooms/concession building – redesigning playground, fitness and picnic area to meet grant requirements. Waiting to hear from FRDAP regarding additional funding. Applied to County for recreational grant of $125,000. ?? Jack Russell Stadium – in process for plans to demolish concrete structure around stadium by late Spring 2007. Continue discussions on final use of property. ?? Sid Lickton 6 & 7 - construction completed and now have dugouts all seven fields. ?? Armory – ready to got out to bid. Special Events Staff are scheduled to relocate offices to this site by late summer. Parks & Recreation 2007-1-23 1 . . . . Long Center Restrooms - out to bid, will go before Council in February. . Miracle Field - gathering data and developing conceptual plan to build a field for challenged children. County is willing to fund this program. . Kapok Spur Trail - developing plans to construct a recreation trail spur to connect Kapok Park and Cliff Stephens Park. Submitting project to Office and Greenways Trail (OGT) for a possible grant. . Druid Road Trail- 60% plans received. . Ream Wilson Clearwater Trail - realigning part of the trail between Long Center and Bright House Networks Field. Going out to bid, FRDAP grant requires completion by early August 2007. . Mandalay Channel - redesigning bike/pedestrian bridge with construction scheduled to start by the beginning of next year. . Adopt a Park - there are 13 Adopt a Park partners to date. Ms. Maldonado, Volunteer Coordinator, reports that during the last fiscal year volunteers have put in over 45,000 hours. · Clearwater Recreation Center Expansion - reviewing renovation plans on adding an additional 2,000 square feet to facilitate moving beach branch library. · Other - updates on additional ongoing project are part of this report and submitted to members. b) Upcoming Recreation Events - The Clearwater Parks & Recreation Calendar for February 2007 was distributed to members. Highlights included February 9-11, CAT Last Chance Invitational at Long Center; February 10-11, San Gennaro Festa at Coachman Park; February 12-25, Sheriff Jim Coat's Annual Clearwater Women's Open at McMullen Tennis Complex; February 23, Phillies Phan Fest at Bright House Networks Field; February 24-25, Sea Blues Fest at Coachman Park. 4 - New Business a) Election of Officers - Vice Chair Fletcher open the floor to nominations for Chair & Vice Chair. Chair - Member Hammac moved to elect Member Wade as Chair. Member Whitcomb seconded the motion. Members Fletcher, Hammac, and Whitcomb voted "Aye"; Member Shaw "Sustained." The motion was carried. Vice Chair - Member Whitcomb moved to elect Member Shaw as Vice-Chair. Mr. Hammac seconded the motion. The motion was carried unanimously. Not on Aqenda Member Whitcomb inquired about the possibilities of installing a water fountain at the Bayfront tennis courts area. Mr. Dunbar explained the CPD uses that area as a sub-station and it is no longer a public facility.
