The Chair called the meeting to order at 2:16 p.m. at the Municipal Services Building.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2 - Aooroval of Minutes - November 14. 2006
Member Flickinger moved to approve the minutes of November 14, 2006 as submitted to
members. The motion was duly seconded and carried unanimously.
3 - Old Business
a.) Kampelmann Art Installation in MSB Lobby
On December 4 the City of Clearwater unveiled an installation of public art at a reception
in the Municipal Services Lobby featuring artist and designer UIIi Kampelmann. The event
spawned publicity for the City of Clearwater Public Art Ordinance. The event received accolades
from the public, a feature article in S1. Petersburg Times newspaper and on their website, front
page coverage in Clearwater Times, and an interview session on C-View Broadcast station with
Ms. Kampelmann and Ms. Walbol1.
b.) Public Art Master Plan
To premise the program, Consultants Meridith McKinley and Todd Bressi were engaged
by the City of Clearwater to assist in developing and organizing an overall framework for the
City's Public Art and Design Master Plan. Beginning in September 2006, they hosted various
brainstorming sessions with City Planning, Engineering staff and various groups to assimilate a
process to define the Public Art program outcome and direction. In December, many of the
board members participated in the public charette workshops offered at the Clearwater Public
Library.

Today, Ms. McKinley and Mr. Bressi presented the executive summary of the draft
master plan. Topics included a vision for public art, addressing preliminary objectives and
operating guidelines for the Board. A Power Point presentation was given explaining various
project opportunities. The next step will be to have city staff review the draft for accuracy. After
that, the Board will need to review the complete draft as well as the proposed gift and
deaccession policy for approval. Consequently, a special meeting of the Public Art & Design
Board is scheduled for Tuesday, February 27 from 2-4pm in Room 130. The final draft of the
Public Art and Design Master Plan will be presented to City Council on April2/April 5, which
means a completed agenda item must be in the system by March 12.
4 - New Business
a.) Developer's Informational Packet
Mr. Hubbard reviewed potential capital improvement and private development projects on
the horizon and the impact they may have on Public Art. Mr. Hubbard was asked to research
the financial impact past projects may have had on the public art program if it had been in place
during that time frame.
5 - Items not on Aaenda - none
The Legal Department is reviewing the ordinance and the impact of its "effective date" as
relating to current private development projects.
6 - Adiourn
The meeting adjourned at 4:07 p.m.
The next meeting is scheduled for Tuesday, February 27,2007, at 2:00 p.m.
