The Vice-Chair called the meeting to order at 9:20 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
ITEM #2 - Approval of Minutes
Trustee Seel moved to approve the minutes of the February 2, 1998, meeting, as
motioncarried
corrected by the City Clerk to each Trustee. The was duly seconded and
unanimously.
ITEM #3 - Request for Acceptance into Membership:
The City Manager presented the recommendation of the Pension Advisory Committee
to approve membership for the employee(s) listed below:

Trustee Clark moved to accept the recommendation of the Pension Advisory

ITEM #4 - Request for Pension:
The City Manager presented the recommendation of the Pension Advisory Committee
Paul Maserregular pension
that be granted a under Section(s) 2.393 and 2.397 of the
Employees' Pension Plan.
Paul Maser was employed on October 28, 1974, and his pension service credit is
effective that date. His pension will be effective on February 1, 1999.
Mr. Maser’s pension was approved by the PAC on February 12, 1998. Section 2.393
(p) provides for normal retirement eligibility when a participant has completed twenty years of
credited service in a type of employment described as “hazardous duty” and further specifically
defines service as a Deputy Police Chief as meeting the hazardous duty criteria.
Based on an average salary of approximately $64,908 per year over the past five
years, the formula for computing regular pensions, and Mr. Maser’s selection of the 100% Joint
& Survivor Annuity, this pension will approximate $42,809 annually.
Trustee Seel moved to accept the recommendation of the Pension Advisory

ITEM #5 - Informational only: Job-Connected Disability Pension approved for James Cheatum
by PAC
At its meeting of February 12, 1998, the PAC approved a job-connected disability
pension for James Cheatum.
Pursuant to Section 2.394(e)(1)(G) and 2.397(c)(2) of Ordinance #5890-95, the PAC is
authorized to investigate and determine the eligibility of participants for disability pension and
to grant final approval.
Mr. Cheatum was employed on October 13, 1980, and began participating in the
Pension Plan on June 15, 1989. His resignation date is to be determined at a later date upon
expiration of his benefits.
Mr. Cheatum’s pension was approved by the PAC based on his disability which is
described as a back and foot injury. Under procedures established by the PAC for disability

pensions, Mr. Cheatum submitted letters form two doctors, was sent for an independent
medical evaluation (IME), and had a functional capacity evaluation. Dr. Gary Moskovitz states,
“I do not see him being able to return to work to his previous occupation.” Dr. Bolhofner states,
“he is capable of sedentary duty.” Since submitting his original application, Mr. Cheatum has
been declared totally and permanently disabled by Workers’ Compensation.
Based on an average salary of approximately $34,512 per year over the past five
years, the formula for computing job-connected disability pensions, and Mr. Cheatum’s
selection of the 100% Joint & Survivor Annuity, this pension will approximate $23,008 annually.

ITEM #6 - Other Business:
Trustee Clark reported in the future when accepting memberships, background will
include information regarding impact in terms of Full Time Equivalents (FTEs).
