WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3- 1807.C) Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per business and /or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land, subject to compliance with the flexibility criteria outlined below. As part of the program, all sign types shall be reviewed for the business and /or the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development parcel. These will be reviewed as a Comprehensive Sign Program application. All existing and proposed signs must be architecturally integrated into the design of the building and /or site using similar and coordinated design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on each fagade with no protrusions above roof lines, over windows, trim, cornices or other building features. ❑ Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met: 1. Architectural Theme. To accommodate the standard logo O'Reilly Auto Parts is respectfully requesting an additional 12 square feet of sign area on the ground sign, and an additional 43.23 square feet of sign area for the front facade of the building. All materials on the signs, including colors, will be designed to match and complement each other and the character of the surrounding community. O'Reilly Auto Parts is presenting what is felt to be the strongest, most attractive ground sign lay out possible with the 4' x 12' freestanding identification sign. Unfortunately, this is not possible with a 36 square foot sign. However, by wrapping the pole with materials that match the building the sign will meet the intent of the ordinance standards while remaining appealing and unobtrusive. Placing the sign within an area that will include landscaping features will position the sign to be in a visible location without it being "in the way" of traffic, pedestrians, or disrupting any parking requirements. The sign on the front elevation is actually based on architectural features placed on the building intended to meet design guidelines. The "portal" surrounding the public entrance to the store encompasses the sign area, helps it stand out, and adds design elements complimentary to the building itself. If a 36 square foot sign were to be placed within this sign area the building would look disproportionate with the sign. As this will be the only sign on the building, the architecture is designed to "highlight" the sign area, while maintaining an elegant, cleaner look on the side and rear elevations. Allowing the 79.26 square foot sign in the designated sign area upon the front fagade will compliment the building, tie in the ground sign, and provide adequate identification for passing customers. The proposed plan includes an increase in the area of a freestanding and attached sign as follows: 1. One Freestanding internally - illuminated sign 52.5 square feet in area with a total height of 6 feet and total width of 8.75 feet, located on the west side of the ingress/ egress opening on Gulf to Bay Boulevard. There will be a three foot wide buffer of landscaping around the entire base of the sign. The pan formed sign face will be red in color with the text "O'Reilly" embossed and green in color with a white outline. Directly below the sign will read "AUTO PARTS" in white. The sign face will be incased in brick masonry to match the building. The cap and base of the sign will be beige in color to match the building; and 2. One Attached internally - illuminated sign 43.15 square feet (2.8 percent of the facade area) centered on the north building facade. The right portion of the sign will be a contoured cabinet and will read "O'Reilly" in green letters with a white outline. Directly to the right of "O'Reilly" the sign will read "AUTO PARTS" in white channel letters. The sign will be mounted flush to the building (no raceways). The Comprehensive Sign Program has been APPROVED and this letter constitutes a Development Order pursuant to CDC Section 4- 202.E. The approval is based on, and must be consistent with, the site plans, elevations and drawings dated received on September 16, 2013 and November 12, 2013 as described above and subject to the following conditions: .�r TQUAL EMPLOYNIENT AND AFFIRMATIVE Ac-1 i IN Em PLOYER" Conditions of Approval: 1. That the address be maintained on the freestanding sign; 2. That the freestanding sign is set back five feet from property lines; 3. That prior to the issuance of any sign permits, the final design of the landscaping be approved by staff, 5. That any requests which are inconsistent with this approved Comprehensive Sign Program require an amendment to be filed and reviewed and approved by the Planning and Development Department prior to issuance of a building (sign) permit; 6. That the internal sign lighting for the freestanding and attached sign be controlled by a mechanical timer and be turned off at midnight or whenever the business is closed, whichever is later; and 7. That all other Code requirements /restrictions of Division 18 (Signs) be met, including but not limited to, grand opening banners, window, temporary, construction, sale leasing signs. Pursuant to CDC Section 4 -303, an application for a building (sign) permit shall be made within one (1) year of the date of this Development Order (November 13, 2014). All signs shall be installed and any conditions met within six (6) months of the date of issuance of the initial building (sign) permit. Permitted time frames do not change with successive owners. The issuance of this Development Order does not relieve you of the necessity to obtain any building permits or pay any fees that may be required.
