Dear Mr. Hicks:
The Planning and Development Department Staff reviewed your Comprehensive Sign Program
application for 2630 Gulf to Bay pursuant to Community Development Code (CDC) Sections 3- 1806.B,
3- 1807.B.2 and 3- 1807.C. The proposed plan includes an increase in the number and area of attached
signs and freestanding signs as follows:
One Freestanding internally illuminated sign 50 square feet in area with a total height of 14 feet, 10
feet in width, located on the north side of Gulf to Bay Boulevard in a twelve square foot landscaped
area. The sign will have a black sign face with a stone support that will match the building fagade.
The sign will read "Pappas Ranch" in red letters with a turquoise graphic of a steer skull and below
wiii read "Jteaf i1UUZ1c * Bar" in Black iciLCrS on a tan band and will have 6 iiCti high. auu

numbers on the stone support structure;
2. One Freestandin,Q internally illuminated sign 24 square feet in area with a total height of 6 feet, 6
feet in width, located on the east side of US Highway 19 in a twelve square foot landscaped area.
The sign will have a black sign face with a stone support that will match the building fagade. The
sign will read "Pappas Ranch" in red letters with a turquoise graphic of a steer skull and below will
read "Steakhouse * Bar" in Black letters on a tan band and below will read "Entrance" in red letters;
One Attached internally - illuminated channel letter signs 51.4 square feet in area (3.8 percent of the
building fagade area) on the south building fagade. The text of the sign will be channel letters on a
panel to match the building fagade as illustrated in the drawings received on February 22, 2010
mounted to the building fagade below the gable with a turquoise steer skull on the gable above. The
sign letters will read "Pappas Ranch" in red letters; and
4. One Attached internally - illuminated channel letter sign 55.9 square feet (1.7 percent of the building
fagade area) on the west building fagade. The sign faces will be a turquoise steer skull mounted
directly to the gable above the entrance.
The Comprehensive Sign Program has been APPROVED and this letter constitutes a Development
Order pursuant to CDC Section 4- 202.E. The approval is based on, and must be consistent with, the site
plans, elevations and drawings dated received on November 19, 2010 and February 22, 2011 as described
above and subject to the following conditions:
Conditions of Approval:
1. That the address be maintained on the freestanding signs, in accord with CDC Section 3- 1806.B.1.f,
2. That the freestanding sign is set back five feet from the property line and is not located within any
required sight visibility triangles;
3. That a landscaped area, a minimum of 12 square feet in size, is provided and maintained around the
freestanding sign;
4. That any requests which are inconsistent with this approved Comprehensive Sign Program require an
amendment to be filed and reviewed and approved by the Planning and Development Department
prior to issuance of a building (sign) permit;
5. That the internal sign lighting for the freestanding and attached signs be controlled by a mechanical
timer and be turned off at midnight or whenever the business is closed, whichever is later; and
6. That all other Code requirements /restrictions of Division 18 (Signs) be met, including but not limited
to, grand opening banners, window, temporary, construction, sale leasing signs.
Pursuant to CDC Section 4 -303, an application for a building (sign) permit shall be made within one (1)
year of the date of this Development Order (February 22, 2012). All signs shall be installed and any
conditions met within six (6) months of the date of issuance of the initial building (sign) permit.
Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain any building
permits or pay any fees that may be required. In order to facilitate the issuance of any permit or license
affected by this approval, please bring a copy of this letter with you when applying for any permits or
licenses that require this prior development approval.

Master sign plan for shopping centers and office parks, to include all signs;
Site data table, to include how all proposed signs (existing and new, name each one with a title) meet code requirements, with a calculation
worksheet; and
Number, type, location and surface area of all existing signs on the same property and or building on which the sign is to be located.
E. SITE PLAN SUBMITTAL REQUIREMENTS: (Code Section 4 -1008 & Section 4 -202)

Location of all proposed landscape material including size and species;
Land areas expressed in square feet and acres; and
Location of the sign in relation to property lines, public rights -of -way, easements, buildings and other signs on the property.

IP. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3- 1807.C)
Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business and /or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. As part of the program, all sign types shall be reviewed for the business and /or
the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping
centers, including all out parcels, and office complexes shall include all types of signs for all tenants/uses within the development parcel.
These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on
each facade with no protrusions above roof lines, over windows, trim, cornices or other building features.
❑ Provide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. How is the design, character, location and /or materials of all signs proposed in the comprehensive
sign program demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under
the minimum signs standards? Additionally, demonstrate how the proposed signage improves the community character.
Further, explain how all signs are architecturally integrated into /with the design of the building and /or site using similar and
coordinated design features, materials and colors, etc.
2. Height. Describe how the height of all freestanding signs proposed through the Comprehensive Sign Program relate to
the design of the sign and not exceed 14 feet in height?
3. Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of signs

Thank you for your revisions. Please find the follow sufficiency conditions:

(1) Proposed freestanding signs (and directional signs) do not match the building fagade are required as per
Section3- 1807.C.1.a. of the CDC; the design, character, location, and /or materials of all freestanding and
attached signs proposed in a CSP shell be demonstrably more attractive and must be architecturally intergraded
into /with the design of the building and /or site using similar and coordinated design features, materials and
colors, etc. The building fagade does not have any black incorporated into it and black is the dominate color of
the proposed signs. The stone support matches the fagade and is higher quality. Revise proposed freestanding
signs to incorporate similar colors of the building fagade. A tan background with red letters, a red background
with tan letters? Some black is acceptable, however, the dominate color should not be black.
(2) Relocate the address numbers to the stone support to be visible.
(3) The proposed planter /base of the freestanding sign does not fit with the rest of the sign. Revise to remove
planter. It may have more cohesiveness if the sign face were to be a similar color.
(4) As per Section 3- 1806.8. of the CDC attached signs shall be horizontally and vertically proportionately located on
each facade with no protrusions above roof lines, over windows, trim, cornices, or other building features. The
proposed attached sign facing Gulf to Bay is not architecturally integrated. The revised backer is an
improvement; however, revise to sign to fit within the edges of the architectural element. See attached PDF.

(1)The longest linear street frontage is on Gulf to Bay totaling 208 feet which limits the max freestanding (cumulative)
sign area at 104 square feet. The proposed sign on Gulf to Bay is 90 square feet, the proposed sign on US Highway 19 is
45 square feet which results in a cumulative sign area of 135. Revise freestanding signs to be 104 square feet or less.
(2) Proposed freestanding signs (and directional signs) do not match the building facade are required as per Section3-
1807.C.1.a. of the CDC; the design, character, location, and /or materials of all freestanding and attached signs proposed
in a CSP shell be demonstrably more attractive and must be architecturally intergraded into /with the design of the
building and /or site using similar and coordinated design features, materials and colors, etc. The building facade does
not have any black incorporated into it and black is the dominate color of the proposed signs. Revise proposed
freestanding signs to incorporate architectural elements of the building facade such as colors, mimicking the gabled
pitched parapet of the building fa4ade, and materials such as similar roof elements.
(3) New signs along Gulf to Bay are encouraged to be monument style. The majority of signs are monument or lower
style (not reaching 14 feet) this is suggested due to the tree canopy along Gulf to Bay. Lower signs are not competing
with tree canopy for visibility. Revise the freestanding sign on Gulf to Bay to be a lower style and incorporate some of
the buildings architectural features (gabled pitched parapet) as well as building colors and materials. Suggested
dimension are no wider than 10 feet and no taller than 12 feet.
(3) As per Section 3- 1806.B.1.h of the CDC properties along elevated intersection of US 19 may be eligible for an
elevated sign if they have limited visibility. As the principal entrance and frontage of the property is Gulf to Bay this is
not considered limited visibility and an elevated sign at US Highway is not approvable. However a directional sign is.
(4) Remove proposed raceways. Channel letters must be mounted directly to building fagade.
(5) The proposed attached signage on the south fagade may be calculated as two rectangles. Provide the dimensions for
the span of the long horns. (I estimate it to be 6.1 feet, verify)
(6) The proposed attached signage (text) on the south fagade does not fit will with the architectural elements. The
"Pappas Ranch" appears to be slapped over the red element of the fagade. Revise the placement of the text to fit within
the white borders or revise the text to be stacked (as on the proposed freestanding sign) or revise the building fagade to
accommodate the text or revise the background of the text (the white) to be an element of the building fagade which
covers the lower portion of the red element. As this signage concern could be solved multiple ways I suggest coming in
with a few options for us to discuss in person rather that resubmitting one revised version.

Dear Gary Hicks:
The Planning Staff has entered your application into the Department's filing system and assigned the
case number: CSP2010- 12032. After a preliminary review of the submitted documents, staff has
determined that the application is Incomplete with the following comments.
(1)As per Section D of the Comprehensive Sign Application building elevations must
be in color, not only the proposed signage but the building facade itself.
(2)Provide a survey that is at a useable scale. One to 75 is not a useable scale.
Further make sure provided survey is too scale and not a distorted copy.
Section 4 -1008 of the Community Development Code states that if an application is deemed incomplete,
the deficiencies of the application shall be specified by Staff. No further development review action shall
be taken until the deficiencies are corrected and the application is deemed complete. Please resubmit by
December 16, 2010 at NOON. Failure to do so will result in the application being withdrawn.

RE: Development Order, Comprehensive Sign Program — CSP2010- 12032- 2630 Gulf to Bay Blvd.
Dear Mr. Hicks:
The Planning and Development Department Staff reviewed your Comprehensive Sign Program
application for 2630 Gulf to Bay pursuant to Community Development Code (CDC) Sections 3- 1806.B,
3- 1807.B.2 and 3- 1807.C. The proposed plan includes an increase in the number and area of attached
signs and freestanding signs as follows:
1. One Freestanding internally illuminated sign 50 square feet in area with a total height of 14 feet, 10
feet in width, located on the north side of Gulf to Bay Boulevard in a twelve square foot landscaped
area. The sign will have a black sign face with a stone support that will match the building fagade.
The sign will read "Pappas Ranch" in red letters with a turquoise graphic of a steer skull and below
will read "Steakhouse * Bar" in Black letters on a tan band;
One Attached internally - illuminated channel letter signs 51.4 square feet in area (3.8 percent of the
building fagade area) on the south building fagade. The text of the sign will be channel letters on a
contour background as illustrated in the drawings received on January 31, 2010 mounted to the
building fagade below the gable and will not overhang the sides of the gable or any architectural
features with a turquoise steer skull on the gable above. The sign letters will read "Pappas Ranch" in
red letters; and
3. One Attached internally - illuminated channel letter sign 55.9 square feet (1.7 percent of the building
fagade area) on the west building fagade. The sign faces will be a turquoise steer skull mounted
directly to the gable above the entrance.
The Comprehensive Sign Program has been APPROVED and this letter constitutes a Development
Order pursuant to CDC Section 4- 202.E. The approval is based on, and must be consistent with, the site
plans, elevations and drawings dated received on November 19, 2010 and January 11, 2011 as described
above and subject to the following conditions:
Conditions of Approval:
1. That the address be maintained on the freestanding signs, in accord with CDC Section 3- 1806.B.1.f,
2. That the freestanding sign is set back five feet from the property line and is not located within any
required sight visibility triangles;
3. That a landscaped area, a minimum of 12 square feet in size, is provided and maintained around the
freestanding sign;
4. That any requests which are inconsistent with this approved Comprehensive Sign Program require an
amendment to be filed and reviewed and approved by the Planning and Development Department
prior to issuance of a building (sign) permit;
5. That the internal sign lighting for the freestanding and attached signs be controlled by a mechanical
timer and be turned off at midnight or whenever the business is closed, whichever is later;
6. That all other Code requirements /restrictions of Division 18 (Signs) be met, including but not limited
to, grand opening banners, window, temporary, construction, sale leasing signs; and
7. That the building fayade colors shall be those approved through FLS2010- 10027.
Pursuant to CDC Section 4 -303, an application for a building (sign) permit shall be made within one (1)
year of the date of this Development Order (February XX, 2012). All signs shall be installed and any
conditions met within six (6) months of the date of issuance of the initial building (sign) permit.
Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain any building
permits or pay any fees that may be required. In order to facilitate the issuance of any permit or license
affected by this approval, please bring a copy of this letter with you when applying for any permits or
licenses that require this prior development approval.
