The Planning and Development Department Staff reviewed your Comprehensive Sign Program
application for 1770 Drew Street pursuant to Community Development Code (CDC) Sections 3- 1806.1,
3- 1807.B.2 and 3- 1807.C. The proposed plan includes an increase in the number and area of attached
signs and freestanding signs as follows:
One Freestanding internally illuminated sign 56 square feet in area (total height of 7 feet, 8 feet in
width, actual sign area 32 square feet) located on the north side of Drew Street in a twelve square
foot landscaped area. The sign will have a red and green cornice and will be painted a lighter shade

Drive" in red letters, " Bicycles" in black letters and have a black graphic of a bike with "Since
1972" in black letters;
2. One Attached non - illuminated awning sign 31.7 square feet in area (1.69 percent of the building
facade area, total for the south facade is 4.0 percent) at the entrance on the south building facade.
The sign letters will read "Chainwheel Drive" in white letters with a white graphic of a bike;
3. Two Attached round sandblasted sign -foam signs 22.36 square feet each(totaling 44.72 square feet
and together 2.39 percent of the building facade area, total for the south facade is 4.0 percent) at the
entrance on the south building facade. The sign faces will be painted a light tan to match the
building facade will read "SALES" and "SERVICE" in brown letters to match the awning with a
brown graphic of a bike; and
4. One Attached internally illuminated contour channel sign square feet in area (3.3 percent of the
building facade area) at the entrance on the east building facade. The sign letters will read
"Chainwheel Drive" in red letters with a black graphic of a bike and "Since 1972" in black letters.
The Comprehensive Sign Program has been APPROVED and this letter constitutes a Development
Order pursuant to CDC Section 4- 202.E. The approval is based on, and must be consistent with, the site
plans, elevations and drawings dated received on November 19, 2010 and January 11, 2011 as described
above and subject to the following conditions:
Conditions of Approval:
1. That the address be maintained on the freestanding signs, in accord with CDC Section 3- 1806.13.11,
2. That the freestanding sign is set back five feet from the property line and is not located within any
required sight visibility triangles;
3. That a landscaped area, a minimum of 12 square feet in size, is provided and maintained around the
freestanding sign;
4. That any requests which are inconsistent with this approved Comprehensive Sign Program require an
amendment to be filed and reviewed and approved by the Planning and Development Department
prior to issuance of a building (sign) permit; and
5. That the internal sign lighting for the freestanding and attached signs be controlled by a mechanical
timer and be turned off at midnight or whenever the business is closed, whichever is later; and
6. That all other Code requirements /restrictions of Division 18 (Signs) be met, including but not limited
to, grand opening banners, window, temporary, construction, sale leasing signs.
Pursuant to CDC Section 4 -303, an application for a building (sign) permit shall be made within one (1)
year of the date of this Development Order (January 18, 2012). All signs shall be installed and any
conditions met within six (6) months of the date of issuance of the initial building (sign) permit.
Permitted time frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain any building
permits or pay any fees that may be required. In order to facilitate the issuance of any permit or license
affected by this approval, please bring a copy of this letter with you when applying for any permits or
licenses that require this prior development approval.

Chainwheel Drive is an existing business located at the corner of N. Keene Rd &
Drew Rd. This is a major intersection with 6 lanes of traffic going North & South
and 4 lanes of traffic going East & West. This business will require a comprehensive
sign approval in order to have wall signage and a freestanding/monument sign that
is visible to all directions of traffic.
Chainwheel Drive has recently remodeled the exterior of the building and the
proposed signage will be designed to fit the architectural theme and colors of the
remodeled building. This is a freestanding building with parking in the front and
back with traffic visibility from 3 sides of the building.
The proposed wall signage is for internally lit contour cabinet sign using their logo
as shown in the attached drawing. The freestanding/monument sign will be
internally lit with pan faces also using their logo as shown on the attached drawings.
Colors used on the freestanding/monument sign structure will be the same as the
building colors.
Freestanding Ground Sign
The Lot frontage facing Drew St. is 135'. The south building frontage facing Drew
St. is 12'x110'
The proposed freestanding ground sign area is 32 sq ft. The overall height is 7' due
to an existing Pinellas County guardrail along the highway that would block the
visibility of the freestanding sign.
The location of the freestanding ground sign will be on the corner facing south cast
at an angle as shown in the attached photo (photo page 1). The sign is standard
internally illuminated sign cabinet made of aluminum, Plexiglas. The base will be
fabricated with aluminum and have a stucco finish and colors to match the building.
All UL (electric) certified to meet industry standards as well as permitting
standards. The sign will be controlled by a dedicated time clock and will be on from
dark to midnight.
Wall Signs South Store Front
The storefront south side of building facing Drew St. size is 12' x 110'.
The comprehensive allows for up to 6% of the frontage for attached signage.

This is an attached sign. The location of this sign will be on the wall facing Drew St.
shown in the attached photo (photo page 1). The sign is standard Contour Cabinet
made of aluminum, Plexiglas, & will be internally illumined. All UL (electric)
certified to meet industry standards as well as permitting standards. The sign will be
controlled by a dedicated time clock and will be on from dark to midnight.
The awning on the South storefront is an existing awning that was removed during
remodeling the storefront and to recover the awning. It is to be re- installed upon
completion of the remodeling.
The Logo across the front of the awning will be standard sign material applied
directly to the awning material. This will be an unlighted sign.
The Additional Parking in Rear Sign will be flat cut out aluminum with vinyl
lettering. This will be an unlighted sign directing customers to additional parking in
Rear.

The building frontage on the East side of the building facing Keene Rd is 12' x 91'
The comprehensive allows for up to 6% of the frontage for attached signage.

These signs will not have a negative effect on the surrounding area. This business
has been located in Clearwater since 1972 and has a large customer base. If
anything it will enhance the area with additional business activity.

F. WRITTEN SUBMITTAL REQUIREMENTS: (Code Section 3- 1807.C)
Sggnage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standards in terms of numbers of signs per
business and/or parcel of land, maximum area of sign face per parcel of land and the total area of sign faces per business or parcel of land,
subject to compliance with the flexibility criteria outlined below. As part of the program, all sign types shall be reviewed for the business and(or
the development parcel to achieve compliance in so far as possible with these current regulations. A master sign program for shopping
centers, including all out parcels, and office complexes shall include all types of signs for all tenantsluses within the development parcel.
These will be reviewed as a Comprehensive Sign Program application.
All existing and proposed signs must be architecturally integrated into the design of the building and/or site using similar and coordinated
design and style features, materials and colors, etc. Attached signs shall be horizontally and vertically proportionately located on
each faVade with no protrusions above rooflines, over windows, trim, cornices or other building features.
/-a�rovide complete responses to the COMPREHENSIVE SIGN PROGRAM CRITERIA including how the criteria are met:
1. Architectural Theme. How is the design, character, location and /or materials of all signs proposed in the comprehensive
sign program demonstrably more attractive than signs otherwise permitted on the parcel proposed for development under
the minimum signs standards? Additionally, demonstrate how the proposed signage improves the community character.
Further, explain how all signs are architecturally integrated into /with the design of the building and /or site using similar and
coordinated design features, rr)aterials and colors, etc.
2. Height. Describe how the height of all freestanding signs proposed through the Comprehensive Sign Program relate to
the design of the sign and not exceed 14 feet in height?
3. Total Area of Sign Faces. Height, Area, Number and Location of Signs. The height, area, number and location of signs
permitted through the Comprehensive Sign Program shall be determined based on the criteria below.

Attached are revised drawings addressing your suggestions. We have made the copy on the awning bold — please see attached awning
layout. The awning is unlighted. On the oval signs on the south side of the building, they are not cabinets — they will be made of
sandblasted signfoam and painted. They will be non - illuminated. At your suggestion, we have made them larger — please see attached.
We have also increased the size of the east facing sign and a sketch is included for that as well.
Our customer is anxious to know about the approval on all signs. especially the awning, as he has to pick them up from where they are
being stored and needs to know where we are headed with this. Anything you can do to move this along would be much appreciated.

Thank you for your response to comments, do not worry about how long it took, that is fine! I am so sorry to hear about
the passing of your husband.
The revised drawings you submitted were great. I have a few more sufficiency conditions, really more like minor
suggestions.
Further Sufficiency Conditions 12 \23 \2010
(1) The proposed awning signage on the south building fagade looks excellent. However, the text may be difficult to
read (perhaps bold the font ?). Provide information if the awning is to be illuminated.
(2) The two symmetrically placed proposed attached signs on the south building fagade are also excellent. Rarely do
I recommend that signs be made larger but the attached signs have room to be larger and they may mesh with
the building fagade better if a little bit bigger. Currently all the signage on the south fagade is 3% of the building
fagade are (the max you can requires is 6 %) and the attached signs are 13.5 square feet each. The signs could be
increased to 22.5 square feet each and the total signage would be roughly 4% of the building fagade.
(3) Provide sign details for the proposed oval signs on the south fagade. Are these modified cabinet style signs?
Cabinet signs are not considered higher quality and are not approved through a Comprehensive Sign Program.
However if the signs were to be contoured similar to the proposed sign on the east facade it would improve
their quality. Perhaps a sign very similar to the bicycle graphic on the east fagade (without chainwheel drive) and
change "since 1972" to "sales" and "service"
(4) The photo showing the entire east fagade is excellent. Is the proposed sign shown to scale? If so it also seems a
bit small (and I never tell people their sign is too small!). The currently proposed sign at 26 square feet it 2.3% of
the building fagade. While the max you can request is 6% 1 would suggest anything under 4% to be possible
(which would be 43.68 square feet or less).

I am sorry it has taken me so long to get back to you with revisions for the sign comp for Chain Wheel Drive. My husband was in the
hospital for almost a month and passed away Dec 4th. We are now playing catchup.
I have attached revised drawings as per your request fot the Suffiiciency Conditions as follows:
South Wall - the small bicycles on the valance of the awning have been removed and the lettering changed to his logo/ Two ovals, 1
on each side of the entrance has been added as per your suggestion.
Monument Sign - the face color has been changed to represent a color similar though lighter than the base color.
East Wall Sign - the face color has been changed to represent a color similar though lighter than the wall color. The photo showing the
proposed sign was taken from across Keene Rd. so it shows the entire wall as per your request.
North Wall - the customer has chosen at this time not to place any lettering on the awning on this side of the building except the
address.

Hello,
Please find the below sufficiency conditions. I know they are lengthy, do not hesitate to contact me if you have any
questions.
(1)As per Section 3- 1807.C.1.b. of the CDC signs through a CSP shall be more attractive and must be architecturally
integrated into/ with the design of the building and /or site using similar and coordinated design features, materials and
colors. The freestanding sign mimics the architecture of the building well, only there is no white on any part of the
building. I can appreciate that a white background may have been chosen for legibility; however, we would like to see
sign drawings with the monument sign with a face panel that is the same color as the base of the sign or a few shaded
lighter.
(2)The proposed attached signage on the front (south) facade is not symmetrical nor does it fit well with the building
facade. The contour channel box looks off - center and does not relate well to the entrance, the building facade, or the
other proposed signage. The proposed awning matches the existing awnings and makes a nice entrance, however, the
text on the awning is bland. Perhaps the logo on the contour channel box (the bike with Chainwheel Drive) should be on
the top part of the awning. On either side of the main entrance could be the bike from the logo. Having smaller graphic
bikes on either side of the main entrance may help it look balanced as well as create a hierarchy of signage with the
awning being the dominant focal point.
(3) As per Section 3- 1807.C.1.b. of the CDC signs through a CSP shall be more attractive and must be architecturally
integrated into/ with the design of the building and /or site using similar and coordinated design features, materials and
colors. As there is no white on the building facade a white background does not fit well. I can appreciate that white may
have been chosen for legibility but show some sign drawings with the contour channel box signs with a background color
that matches the building or is 2 or so shades lighter.
(4) It is difficult to understand the placement of the proposed contour channel box sign on the east fagade as the entire
facade is not visible in the photo. Provide a larger view photo (where we can see the entire east facade) with the
proposed sign superimposed on it or provide color elevations with the proposed signs.
(5) As per Section 3- 1807.C.1.b. of the CDC signage approved through a CSP shall be demonstrably more attractive than
signs otherwise permitted. The proposed text on the awning on the rear (north) is basic. Propose text on the awning in
the same font as the logo.
