Dear Mr. Dittmer:
The Planning Staff revie�ved your Comprehensive Sign Program application for 2580 Gulf To
Bay Boulevard pursuant to Community Development Code Sections 3-1806.B, 3-1807.B.2 and 3-
1807.C. The proposed plan includes an increase in the area and number of freestanding signs as
follows:
1. One Freestandin.� internally illuminated sign 40 square feet in area, 6.5 feet in height and
8 feet in width. The sign copy area will have a blue backb ound. The sign will read
"Holiday Inn Express Hotel & Suites" and "Motel 6". Additionally, there will be a reader
board with white letters and a blue backb ound. The freestanding sign is to be located on
the Gulf to Bay Boulevard frontage near the west property ]ine; and
2. One existing Freestandin.� internally illuminated sign 40 square feet in area, 6.5 feet in
height and 8 feet in width. The sign copy area will have a blue background. The sign will
read "Holiday Inn Express Hotel & Suites" The freestanding sign is to be located on the
U. S Highway 19 North frontage near the southeast property line. This sign is being re-
located from the current location on the Gulf to Bay Boulevard road frontage.
The Comprehensive Sign Program has been APPROVED and this letter constitutes a
Development Order pursuant to Section 4-202.E of the Community Development Code. The
approval is based on, and must be consistent with the site plans, elevations and drawings dated
received on November 19, 2007 with i1na1 revisions dated received March 24, 2008 and as
described above and subject to the following conditions:

1. That the current freestanding sign (#2 above) be re-located to the U.S. Highway 19 North
road frontage location prior to freestanding sign (#1 above) being constructed;

That a mini�num of 12 square feet of landscaping be installed and maintained around the
base of both freestanding signs;
That the address be placed on both freestanding signs, in accord with Community
Development Code Section 3-1805.S;
That the freestanding sign be internally lit and fabricated with 0.63 aluminum pylon with a
polycarbonate face;
That the color of lettering (copy) for all attached and directional signs be limited to Reflex
Blue, Process yellow and 165 Orange;
That any requests which are inconsistent with this approved Comprehensive Sigr pr��,ram
require a�: amendment to be filed and reviewed and approved by the Plannirio nepartment
prior to issuance of a building (sign) permit;
That sign lighting be controlled by a mechanical timer and be turned off at midnight or
whenever the business is closed, whichever is later; and
That all other Code requirements/restrictions of Division 18 (Signs) be met, including but
not limited to, grand opening banners, window, temporary, construction, sale leasing signs,
etc.
Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year
of the date of this Development Order (March 26, 2009). All required building approvals shall be
obtained within one (1) year of the date of issuance of the initial building permit. Permitted time
frames do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain any
building permits or pay any fees that may be required. In order to facilitate the issuance of any
permit or license affected by this approval, please bring a copy of this letter with you when
applying for any permits or licenses that require this prior development approval.

Signage proposed as part of a Comprehensive Sign Program may deviate from the minimum sign standarr/s in terms of numbers of signs per
business or parcel of land, maximum area of sign face per parcel of /and and the total area of srgn faces per business or parce/ of land,
subject to compliance with the flexibility criteria outlined below. Monument signs, pursuant to Sections 3-1806.8.1.g and 3-18068.2 shall not
be eligible for this program. As part of the program, all sign types (fieestanding, attached, windows, interior site directional, etc.) shall be
reviewed for the business end/or the deve/opment parcel to achieve comp/iance in so far as possible with these current regu/ations. A master
sign program for shopping centers, including all out parcels, and o�ce comp/exes shall include all types of signs for a/l tenants/uses within
the development parcel. These wil/ be reviewed as a Comprehensive Sign Program application.

Two freestanding signs are proposed which meet the criteria for the Comprehensive Sign
Application. Our proposal is to relocate a sign previously approved to a location which is
on the US 19 frontage of the property (Eastern side), much lower than the 14 feet above
the elevated roadway as allowed by code, as well as smaller than allowed by code. The
sign was previously approved with a permit as a 26.47 square foot "Holiday Inn
Express" sign on a monument style base structure (SGN2004-11003). The overall height
will be approximately six feet. The second freestanding sign will be along the Gulf to
Bay frontage using a previously approved sign structure for a much smaller building and
lot. This sign was approved as a monument style sign as well with a permit (SGN2003-
01012) at a 29.86 square foot area of sign face. The proposal is to enhance this structure
to be of similar design and matching colors to the "Holiday Express" sign which we are
relocating. The overall height will be approximately eight feet.
One freestanding sign per parcel proposed for development with no more than
two sign faces. A parcel located at a corner may be permitted two si n�s, one on
each street frontage, provided that the maximum area of the sign faces of the two
signs shall not exceed the total maximum allowable area. Sign azea is measured
from the road frontage which results in the greatest square footage.
This is met as we are only asking for 56.33 total sq. ft. of freestanding signage
as described above, far less than the 90.18 to 185.58 as calculated by code.
• All freestanding signs shall be setback at least five feet from the property lines of
the parcel proposed for development.
This is met as indicated on the previously approved site plans. (See enclosed.)
• The area of a freestanding sign face shall not exceed:

The frontage is 371.16 feet and that would allow 185.58 square feet.

One square foot per 100 square feet of building facade facing street
frontage
There are 175.66 feet of building frontage facing the east at a height of
44.5 feet. In addition there is the parapet area which is an additional 64 feet by
9.33 feet. (175.66 x 9.33 = 7,816.87) and (64 x 9.33 = 597.12) for a total of
8,413.99 square feet which is divided by 100 (8,413.99 / 100 = 84.14) to achieve
1%. And there are 176.4 feet of building frontage facing the south at a
maximum height of 52.5 feet yielding 9,018.57 square feet of fagade which is
divided by 100 (9,018.57 / 100 = 90.18) to achieve 1%.
As stated in our description above the signage will be a total of 56.33 square feet. This
meets with the calculations i. and for ii. Above, and fits within the range with a
maximum of 64 square feet allowed within minimum code standards, so we therefore
ask for this square footage as part of this approval.

The attached signage exists and is proposed to remain on the east and south elevations,
meeting the criteria for the Comprehensive Sign Application as outlined below.

This is not being met and that is part of the reason for this request. We are
seeking to retain a total of two attached signs, one of which is will be on the
south fa�ade and the other on the east fagade. The signs will be 73.89 square
feet and 46.05 square feet respectively, 6oth with the same tezt ("Holid$y Inn
Express"), mounted one per road frontage side as required by HoGday Inn
Express for name recognition. (see photos).
One square foot per 100 square feet of building facade facing the street
frontage to which the sign is to be attached; or

at night for guests to find there way to us. Any additional lighting installed
as required by Holiday Inn Express will also be timer controlled and meet
the site lighting section of the Clearwater Code.
As stated in our description above the signage will be a total of 73.89 square feet on the
US Hwy 19 facade (east), and 46.05 square feet on the Gulf to Bay street facade
(south). The number of signs, two attached, and the square footage of the south sign
exceed the allowed signage of 1% of the facade, and we must therefore ask for this
increased area to remain as it currently exists.
