Architectural Theme phone 813 - 817 -8492 emailWCFPERMITS .PLANNER @GMAIL.COM Approval of the requested Comprehensive Sign Program application is required to install signs consistent with the Checkers branding and the greatest possible degree of compliance with the City's Sign Code. The subject restaurant has been closed but will be re- opening soon and is expected to provide an immediate benefit to the value of surrounding and nearby properties. A CSP was approved in 2003 allowing signs to be located in the same areas proposed currently. The proposed signs are similar to the signs that existed previously, with the exception of the freestanding sign. The previous C SP allowed a pole style freestanding sign, the current proposal includes a request for a monument style freestanding sign. The proposed signs will be located to utilize the existing electric connections, footers and foundations and are designed to clearly identify the on -site business and allow for communication of information necessary for the conduct of commerce. Furthermore the proposed signs are compatible with their surroundings and aid in orientation. The proposed signs are architecturally integrated with the design of the building utilizing colors and materials associated with the principal structure. The following signs are proposed to be utilized: A total of one monument sign with an overall height of 8 feet, a width of 1.0 feet and a length of 7.166 feet for a total sign area of 57.328 is proposed to be located on the west side of the lot adjacent to Missouri Ave and visible from both Missouri and Bellaire Rd. The monument will utilize the existing 8 inch steel support footer. It will be comprised of aluminum components. A clear zip track will be bonded to the first surface and it will be internally illuminated by CW /HO fluorescent lamps and connected to an existing electric line. The sign as proposed will be 8 feet tall and 7 feet 2 inches wide for at total sign area of 57.329 square feet. The base measures 1 -foot 9 inches tall, is painted white and includes address numbers at six inches in height. Directly above the base will be a 2 foot 5 inch manual reader board with three lines of copy topped by a 3 -foot 10 inch sign face advertising Checkers. The sign face will have a red and yellow background with copy in white and black. The colors to be utilized are described on page 3 of the attached art book. Two wall signs are proposed and if approved, will be located on the west and south building facades. Both wall signs utilize channel letters and measure 2 feet tall by 10 feet 1 inch long and have a sign area of 20.83 square feet. The letters will have a white plex face and red vinyl first surface and will match the red used on the building and the monument sign,. The backer cabinet will be painted to match the building wall, and the channel letters will be internally lit with LED style lighting. The front /west facing building facade is 15 feet tall, the building is 14 feet wide and centered between two drive thru canopies measuring 20 feet wide each. The proposed 20.8 square foot wall sign encompasses approximately 10% of the surface area of the building facade. The side /south facing building facade is 15 feet tall by 47.0 feet long; the proposed 20.8 square foot wall sign will encompass approximately 3% of the surface area of the building facade. When the surface area of both street fronting facades is combined the proposed wall sign area is approximately 4.75% Signage associated with the drive thru lanes is also required for internal circulation and is proposed as part of this Comprehensive Sign Program application. The drive thru signage includes two clearance bars and two drive thru menu signs. The clearance signs will not contain advertising copy; they will only state the 9 -foot clearance. These signs will utilize the existing pole and foundation. The 6 foot one inch by 5 inche sign face will be chemically welded to the pole. The poles and background of the sign face will be red to match the details of the building, wall signs and freestanding sign. Checkers is a dual drive thru restaurant, two menu boards are necessary. These signs will be identical in style, size and color. Existing foundations will be utilized. The menu board faces measure 5.3 feet wide and 2.8 feet tall. They will be will be supported by a 3.5 foot steel pole, internally lit, utilize existing electric connections and be designed to match the corporate colors of Checkers. A total of 3 directional signs are proposed to facilitate internal traffic circulation. The site has entrances and exit adjacent to Missouri Ave and an exit only adjacent to Bellaire Blvd. Two exit signs and one enter sign are proposed. These signs will have a maximum height of 3.5 feet, will utilize existing foundations, be internally lit and designed with the corporate color scheme of Checkers, with red poles and backgrounds, yellow accenting, and white copy. Each of these signs is designed with the intention of meeting the sign code of the city and the corporate signage regulations of Checkers. 3. Menu Board A is setback 30 feet from the eastern property line, 40 feet from the northern property line, and 7 feet from the outside dining room. The largest of the signs proposed is the monument sign which is intended to be visible to motorists within a distance of 125 feet. Elimination of unattractive signs A previous CSP was approved for this site in 2003. Since that time the restaurant suffered an economic decline and was forced to close. That the internal sign lighting for the freestanding and attached signs be controlled by a mechanical timer and be turned off at midnight or whenever the business is closed, whichever is later; and 6. That all other Code requirements /restrictions of Division 18 (Signs) be met, including but not limited to, grand opening banners, window, temporary, construction, sale leasing signs. Pursuant to CDC Section 4 -303, an application for a building (sign) permit shall be made within one (1) year of the date of this Development Order (May 04, 2013). All signs shall be installed and any conditions met within six (6) months of the date of issuance of the initial building (sign) permit. Permitted time frames do not change with successive owners.
